 KITTSON COUNTY BOARD PROCEEDINGS                                                January 22, 2013

 

 

            The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, January 22, 2013 at 9:00 AM.  All members were present.

            The meeting was called to order by Chairman Bouvette.  The pledge to the flag was given.

            The agenda was approved as amended.

            A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the minutes from the January 8, 2013 County Board meeting as written.

Meeting with the County Board was Kathy Johnson, Social Services Director.  She presented the Department’s 4th quarter financials and the Out of Home Placement report for the County.

A motion was made by Commissioner Anderson, seconded by Commissioner Olson and unanimously carried to renew the Local Collaborative Time Study Contract with the State of Minnesota.

            A motion was made by Commissioner Anderson, seconded by Commissioner Younggren and unanimously carried to approve the payment of Commissioner Warrants and Auditor Warrants as follows:

Committee reports were given.

            Meeting with the County Board was Roland Larter and Bob Lessard to present an elk herd management plan to the Board.  Components of the plan included habitat management and land owner incentives with the funding to come from the State of Minnesota’s Legacy Fund. 

Meeting with the County Board on behalf of Kelly Bengtson was Keith Klegstad, Assistant County Engineer.  He discussed the status of the CSAH 1 bridge replacement project, upcoming projects for 2013 and a report on recent road conditions. 

Motion by Commissioner Olson and seconded by Commissioner Anderson and unanimously carried to approve the final payment of $45,329.80 to R J Zavoral & Sons for highway project SAP 35-630-03.

Motion by Commissioner Younggren and seconded by Commissioner Anderson and unanimously carried to accept the low bid of $184,358.93 for a new snow plow truck from Nelson Leasing Inc & Bert’s Truck Equipment.  The bid accepted by the Board came in $10,000 under budget.

Motion by Commissioner Anderson and seconded by Commissioner Spilde and unanimously carried to accept the fuel bid from Johnson Oil for 25,000 gal. of B5 UL2 diesel fuel at $3.397/gal.

Motion by Commissioner Anderson and seconded by Commissioner Younggren and unanimously carried to approve the hiring of a temporary employee to fill in at the Highway Department during an upcoming absence.

A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to make the following additional committee appointments for 2013:

       Kittson County Land Use & Zoning: Barb O’Hara – Indefinite Term      

       Minnesota Counties Computer Cooperative: Eric Christensen – Indefinite Term

       Zoning Administrator: Barb O’Hara – Indefinite Term

            Extension Committee: Lori Weise (replacing Janelle Craigmile) – 3 Year Term

            A motion was made by Commissioner Olson, seconded by Commissioner Anderson and unanimously carried to set the date and time of the County Board of Appeal and Equalization meeting as June 18, 2013 at 7:00 PM and to change the time of the board meeting on June 18, 2013 to 5:00 PM (from 9:00 AM).           

            A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to set the date of a special board meeting with the MN Department of Natural Resources for February 12, 2013 at 10:00 AM.

A motion was made by Commissioner Spilde, seconded by Commissioner Olson and unanimously carried to approve solid waste licenses for 2013 to Northern Sanitation of Stephen and Anderson Sanitation of Hallock.

A motion was made by Commissioner Younggren, seconded by Commissioner Anderson and unanimously carried to approve the new Agreement for Associate Services with Minnesota Counties Information Systems.

A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to amend the transfer of funds from the Ditch Fund (15) to the Revenue Fund (01) for County Ditch #13 due to lack of available funds as follows:

Previous:   $6,120.00 (Principal) +$306.00 (Interest) = $6,426.00 (Total)

Amended:  $3,900.00 (Principal) +$195.00 (Interest) = $4,095.00 (Total)

 

A motion was made by Commissioner Anderson, seconded by Commissioner Spilde and unanimously carried to increase the previous transfer of funds from the Revenue Fund (01) to the Kittson Health Insurance Fund (23) by $394.00.

A motion was made by Commissioner Spilde, seconded by Commissioner Younggren and unanimously carried to approve the temporary transfer of $3,500 from the Revenue Fund (01) to the Joint Water Bonds Fund (56) due to an unexplained shortfall.  County Administrator Christensen informed the board that he would look into what caused the shortfall.

Chairman Bouvette updated the County Board on recent discussions the Personnel Committee held with Law Enforcement Labor Services representative Doug Biehn concerning a potential violation of the labor agreement.  Parties agreed that the issue in question was not a result of County Board action but instead was an unintended consequence of conflict with another County Board policy.

A motion was made by Commissioner Spilde, seconded by Commissioner Younggren and unanimously carried to grant Lori Bothum a retroactive one-step increase in her pay effective December 9, 2012.

County Administrator Christensen informed the board that he would need to take an unanticipated leave of absence February 6-8, 2013 for medical reasons and requested that the County Board grant him paid sick leave for those days.

            A motion was made by Commissioner Anderson, seconded by Commissioner Younggren and unanimously carried to grant the County Administrator paid sick leave for the days requested.

            County Administrator Christensen presented the County Board with a copy of the Power Point presentation of the Governor’s Executive Order 12-04 entitled “Supporting and Strengthening the State’s Wetland Policy” for their information.

            The Board adjourned to February 5, 2013 at 9:00 a.m.
