 KITTSON COUNTY BOARD PROCEEDINGS                                                February 5, 2013

 

 

            The Kittson County Board of Commissioners met, pursuant to adjournment on Monday, February 5, 2013 at 9:00 a.m.  All members were present.

            The meeting was called to order by Chairman Bouvette.  The pledge to the flag was given.

            A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the minutes from the January 22, 2013 County Board meeting as written.

            Meeting with the County Board was Marian Paulson, County Assessor.  She presented information on the proposed software development agreement for updating the CAMA and Property Tax software systems.  The cost to the County to participate is $197,209 spread out over 4 installments.  The County could continue to use the old software but the annual maintenance costs will be higher and there is no guarantee of software support beyond 2020.  Also, the cost to get in on the new software goes up if we choose to wait until later. 

            A motion was made by Commissioner Anderson, seconded by Commissioner Younggren and unanimously carried to enter into the software development agreement with MCCC and Xerox.

            The County Assessor along with County Administrator Christensen also discussed with the County Board the fact that the staff of the Assessor’s Office are nearing retirement age and due to the time needed to become a Certified Assessor the County may need to begin planning for this eventually soon.

            A motion was made by Commissioner Spilde, seconded by Commissioner Anderson and unanimously carried to approve the payment of Commissioner Warrants and Auditor Warrants as follows:

            A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to approve the following Per Diem payments for the month of January:

            Committee Reports were given.

             A motion was made by Commissioner Spilde, seconded by Commissioner Anderson and unanimously carried to approve an agreement with Marshall County to conduct searches for relatives for Child Protection cases.

            A motion was made by Commissioner Anderson, seconded by Commissioner Olson to adopt the following resolution:                                                  #13-03

2012 TAX FORFEITED LAND SALE DATE

            BE IT HEREBY RESOLVED, That the parcels of land forfeited to the State of Minnesota for nonpayment of taxes, appearing on the list filed with the County Administrator, which have been classified and appraised as proved by Minnesota Laws, 1935, Chapter 386, as amended, shall be offered for sale by the Kittson County Administrator on Wednesday, March 27, 2013 at 10:00 a.m.

            BE IT FURTHER RESOLVED, That the terms of the sale shall be for cash only.

                 BE IT FURTHER RESOLVED, That owners of the respective parcels of land at the time of forfeiture are prohibited from bidding and purchasing parcels of land they previously owned, this restriction provided by Chapter 511, Article 2, Section 27 of 1992 Minnesota Laws.

Voting in favor:  Commissioners Younggren, Olson, Bouvette, Spilde and Anderson. 

Voting against:  none.

            A motion was made by Commissioner Anderson, seconded by Commissioner Olson to adopt the following resolution:                                                #13-04

APPOINTMENT TO NW MINNESOTA MULTI-COUNTY HOUSING & REDEVELOPMENT AUTHORITY

            WHEREAS, the term of Commissioner Elden Johnson expires, effective February 18, 2013

            BE IT RESOLVED, the County Board of Kittson County does appoint Elden Johnson to serve as Commissioner of the Northwest Minnesota Multi-County Housing and Redevelopment Authority for a period of 5 years, starting February 18, 2013

 

Voting in favor:  Commissioners Younggren, Olson, Bouvette, Spilde and Anderson. 

Voting against:  none.

            Meeting with the County Board was Kelly Bengtson, County Engineer.  He updated the County Board on current and upcoming highway projects and the County Engineers Annual Conference.           

            A motion was made by Commissioner Younggren, seconded by Commissioner Spilde and unanimously carried to set the date and time of the Five (5) year Road and Bridge Public Input Meeting for March 5, 2013 at 1:00 PM.

            A motion was made by Commissioner Younggren, seconded by Commissioner Spilde and unanimously carried to approve the final payment of $11,739.10 to R.J. Zavoral & Sons for work on project SAP035-600-001

            A motion was made by Commissioner Olson, seconded by Commissioner Anderson and unanimously carried to amend the previous 2012 budget transfers as follows:

Original Transfer:

$8,894.14 from Gov’t Commitment Fund (21) to the Revenue Fund (01)

$3,500.00 from the Revenue Fund (01) to Kittson Component - Joint Water Bond Fund (56)

Amended:

$8,894.14 from Gov’t Commitment Fund (21) to Kittson Component - Joint Water Bond Fund (56) $3,500.00 from Kittson Component - Joint Water Bond Fund (56) back to the Revenue Fund (01)

 

            A motion was made by Commissioner Olson, seconded by Commissioner Anderson and unanimously carried to approve 2013 Sanitary Landfill, Recycling & Processing Facility and Permanent Demolition Landfill licenses for Mar-Kit Joint Powers Board.

            County Administrator Christensen presented his administrator update.  Heating and cooling retrofit project is basically complete.  He attended a meeting on the Affordable Care Act and how it is going to affect Kittson County.  More meetings to come as the Legislature enact new laws.  Court survey revealed complaints about lack of seating in the hallway and that the courthouse was hard to find.  Extra bench seating has been provided and highway department is working on signs.  BCBS health insurance report for 4th quarter 2012 was reviewed.  Only 2 items left to fix on the annual safety inspection.  Finally, County is still looking for an IT administrator and may look at contracted vendor service.

            County Administrator Christensen informed the Board that a lease agreement between the County and the City of Hallock for office space for the City’s police chief has never been prepared.  Christensen will bring the board a draft lease agreement to the next meeting. 

            The County Board reviewed the Governor’s 2014 County Program Aid recommendations.  The Governor is proposing a 25% increase before Transition Aid.

            County Administrator Christensen presented the Board with information on the DNR’s 2013 Parks and Trails Grant programs and handouts for the February 12, 2013 meeting with the DNR concerning land sales/swaps.

            The County Board reviewed a request from the Minnesota Heartland Tourism Association for County membership in their organization.  No action was taken.

            The Board adjourned to Tuesday, February 19, 2013 at 9:00 a.m.
