            The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, October 15, 2013 at 9:00 a.m.  All members were present.

            The meeting was called to order by Chairman Bouvette.  The pledge to the flag was given.  The agenda was approved as presented.

            A motion was made by Commissioner Spilde, seconded by Commissioner Younggren and unanimously carried to approve the minutes from the October 1, 2013 County Board meeting.

            Meeting with the County Board was Kathy Johnson, Kittson County Social Services Director.  Johnson presented a Supplemental Nutrition Assistance Program (SNAP) agreement which would help provide employment training to able-bodied adults, the 2014-2015 Minnesota Family Investment Program (MFIP) biennial budget, and an amendment to the MnCare contract ending the processing of applications effective December 31, 2013.  She also discussed the Special Needs Basic Care program for disabled individuals and updated the Board on the status of MNSure, Minnesota’s health insurance exchange.

            A motion was made by Commissioner Spilde, seconded by Commissioner Olson and unanimously carried to approve the SNAP agreement.

            A motion was made by Commissioner Anderson, seconded by Commissioner Younggren and unanimously carried to approve the 2014-2015 MFIP budget.

            A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the amended contract with MnCare.

            A motion was made by Commissioner Younggren, seconded by Commissioner Anderson and unanimously carried to approve the payment of Commissioner Warrants and Auditor Warrants as follows:

            Meal Reimbursements:                        $27.56

 

            The County Board discussed the vacant seat on the Two Rivers Watershed District.  Nobody was nominated to fill the position and the matter was tabled to the next meeting.

            County Administrator Christensen presented the Board with an update on the environmental/emergency management/zoning/policy issues addressed by Barb O’Hara at the last meeting.  New test drillings will be performed at the old Phillips 66 station in Hallock on November 5.  Bids for drafting the ten (10) year solid waste plan have been received by the five (5) counties.  Wenk Associates bid $59,860 and SEH Inc. bid $53,430.  Kittson County’s share of the low bid would be $7,908.  There will be a meeting with Integrated Solutions Consulting concerning the Hazard Mitigation Plan on October 22 in the courthouse.  And a zoning committee meeting has been set for October 23 at 1:00 PM.

 

            A motion was made by Commissioner Spilde, seconded by Commissioner Anderson and unanimously carried to accept the low bid from SEH Inc. of $53,430 to prepare the ten (10) year plan.             

            The Board also discussed the proposed change in policy to allow department heads to receive overtime pay during a declared emergency.  Christensen explained that an attempt to find compromise language that would protect the county failed.  After much discussion the Board decided not to adopt the policy change.

            A motion was made by Commissioner Spilde, seconded by Commissioner Anderson and unanimously carried to accept the Delinquent Solid Waste Accounts as presented and assess the respective real estate property for taxes payable 2014 as per the Kittson County Solid Waste Ordinance.

            A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve publishing the Summary Financial Statement for the year ending December 31, 2012 in accordance with state audit requirements.

            Ditch levy budget information, the 2014 Proposed Levy Survey for Kittson County, and the 3rd quarter 2013 Kittson County Financial report were all received for information.

            Committee reports were given.

            The County Board took a recess at 10:00 AM to attend a meeting.  The Board resumed its meeting at 10:45 AM.

            Meeting with the County Board were Phillip Greer, Paul Bissonette, Tami Lieberg, Andrew Larson, and Daryl Meyer representing Tri-County Corrections (Norman, Polk, and Red Lake).  A presentation was given to the County Board on the juvenile, correctional, and probation services available through the organization. No action was taken.

            Meeting with the County Board was Kelly Bengtson, Highway Engineer to update the Board on maintenance issues and the status of various projects around the County.  Bengtson informed the Board that the contracted mowing had been completed and that culverts in St. Vincent and Karlstad had been cleaned out and should not need replacement anytime soon.  Bengtson presented the ditch inspection reports to the Board.  He also informed the Board that a request has been made to the Nature Conservancy for access to a county owned gravel pile in Roseau County.  The gravel

 

would be hauled and stockpiled in Kittson County.  Bengtson will bring a proposed agreement to the next meeting.

            A motion was made by Commissioner Younggren and seconded by Commissioner Anderson to adopt the following resolution:                        #13-24

TRANSFER OF MUNICIPAL CONSTRUCTION FUNDS

WHEREAS, Minnesota Statute 162.08, Subd. 4 (3d), provides that accumulated balances in excess of two years of municipal account apportionments may be spent on projects located outside of municipalities under 5,000 population when approved solely by resolution of the county board.

NOW THEREFORE, BE IT RESOLVED that the Commissioner of Transportation transfer $258,255.43 (all funds) in excess of two years apportionment into the Regular Construction Account.

 

Voting in favor: Commissioners Younggren, Olson, Spilde, Bouvette and Anderson.  Voting against: none

            The Board adjourned to Tuesday, November 5, 2013 at 9:00 a.m.
