 KITTSON COUNTY BOARD PROCEEDINGS                                                            August 21, 2012

  The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, August 21, 2012 at 9:00 a.m.  All members were present.

            The meeting was called to order by Chairman Bouvette.  The pledge to the flag was given.

            A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to approve the minutes from the August 7, 2012 County Board meeting as written.

            Meeting with the County Board were Colleen Hoffman, Audit Manager, from Hoffman, Dale & Swenson LLP and Shirley Swenson, Financial Officer, to present and discuss the 2011 Kittson County Audit Report.  Hoffman noted that long range planning is needed to help build reserves or an adequate fund balance for the Highway Department.

            Meeting with the County Board were Nick and Lisa Amb, Peggy Pearson, Shannon Christenson and Linda Lindberg, representing the Public Library System, to present the 2013 Budget and discuss the additional financial support needed to balance the budget.  No action was taken at this time.

            A motion was made by Commissioner Anderson, seconded by Commissioner Younggren and unanimously carried to approve the request from SWCD for an allocation of $12,000 from the Natural Resources Block Grant Funds.

            Meeting with the County Board were David Stewart and Mike Wollin, representing the Kittson County Agricultural Society, to present an update on the 2012 Kittson County Fair and request an appropriation in the amount of $22,500 for 2013, showing no increase from 2011.  No action was taken at this time.

            Pursuant to published notice bids were received for three (3) Air Handling Units and read as follows:

            A motion was made by Commissioner Spilde, seconded by Commissioner Olson and unanimously carried to accept the bid from Midwest Mechanical Solutions in the amount of $43,122 for three (3) Air Handling Units.

            A motion was made by Commissioner Spilde, seconded by Commissioner Anderson and unanimously carried to approve the payment of Commissioner Warrants and Auditor Warrants as follows:

            Committee Reports were given.

            Meeting with the County Board were Sheriff Kenny Hultgren and Jolene Lindegard, Victims Advocate.  Sheriff Hultgren presented a contract authorizing the State of Minnesota Division of Emergency Communication Networks (E-9-1-1) to act as Kittson County’s Public Safety Answering Points (PSAP) Agent for the purpose of ordering, coordinating and arranging certain telecommunications services with Qwest for PSAP.

            A motion was made by Commissioner Spilde, seconded by Commissioner Olson and unanimously carried to approve the contract with the State of Minnesota to act on the PSAP’s behalf for ordering 9-1-1 network services with Qwest.

            Sheriff Hultgren also discussed the loss of grant funding for the Victims Advocate Position in the County as of October 1, 2012 and his concerns of not providing advocate services for general crimes.  He stated he would like to continue employing Lindegard and felt there was enough work to warrant full time employment.  No action was taken at this time.

            Meeting with the County Board was Christine Reisz, acting Area Wildlife Manager, to inform the County Board that two (2) gates have been opened as of August 16, 2012; one in the Skull Lake Wildlife Management Area and one in the Beaches Lake Wildlife Management.Area.  Reisz stated ATV’s are not permitted except during regular fire arm deer season to retrieve a harvested deer.

            Meeting with the County Board was Kelly Bengtson, County Engineer.  Bengtson discussed the status of construction and maintenance projects.

            A motion was made by Commissioner Younggren, seconded by Commissioner Anderson and unanimously carried to authorize the County Engineer to sign a Utility Permit for Viking Gas to dig up and inspect a 24” cased pipe under County Road #55.

            Bengtson presented quotes to purchase a new vehicle for the County Engineer, replacing the 2005 Ford Explorer that read as follows:

            A lengthy discussion was held regarding the Highway Department’s fund balance and the fact that during the 2012 budget discussions the vehicle was deleted from the budget.

            A motion as made by Commissioner Anderson and seconded by Commissioner Younggren to accept the quote from C & M Ford for a new 2013 Ford Explorer XLT in the amount of $28,720.52.  Voting in favor:  Commissioner Bouvette, Anderson, Olson and Younggren.  Voting against:  Commissioner Spilde.

            A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to approve the final payment to Thygeson Construction for Project

CP 35-12-100 County Wide Re-gravel in the amount of $80,623.61.

            A motion was made by Commissioner Anderson, seconded by Commissioner Olson and unanimously carried to authorize the County Engineer to issue overweight permits on 7 axle units from August 1, 2012 to July 31, 2013.

            At 1:00 p.m. the County Board proceeded to conduct a second interview with

Eric Christensen for the County Administrator Position.

            The Board adjourned to Tuesday, September 4, 2012 at 9:00 a.m.
