 KITTSON COUNTY BOARD PROCEEDINGS                                                October 16, 2012

  The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, October 16, 2012 at 9:00 a.m.  All members were present.

            The meeting was called to order by Chairman Bouvette.  The pledge to the flag was given.

            A motion was made by Commissioner Spilde, seconded by Commissioner Younggren and unanimously carried to approve the minutes from the October 2, 2012 County Board meeting as written.

            Meeting with the County Board were Barb O’Hara, Environmental Services Director and Kathy Johnson, Social Services Director, to present an update on the emergency services provided to the residents of Karlstad affected by the wildfires and the fire fighting personnel.  O’Hara informed the Board of the structural losses and the number of displaced families.  Also discussed were ways to better coordinate efforts in future events.

            A motion was made by Commissioner Spilde and seconded by Commissioner Younggren to adopt the following resolution:                        #12-26

WILDFIRES

            WHEREAS, the wildfires on October 2, 2012 caused extreme damage to property in the City of Karlstad and surrounding areas and,

            WHEREAS, the initial cost of resources to contain the wildfires is far beyond the ability of the City of Karlstad and local taxpayers to bear alone, and

            WHEREAS, the Kittson County Department of Emergency Management requests the Kittson County Board of Commissioners to declare Kittson County in a “State of Emergency” for the wildfires; and

            NOW, THEREFORE, BE IT RESOLVED, that the Kittson County Board of Commissioners declare Kittson County in a “State of Emergency” and authorizes the Emergency Management Director to coordinate the damage survey teams with local government and assist in the administration of the disaster recovery process as needed.

 

Voting in favor:  Commissioners Younggren, Olson, Bouvette, Spilde and Anderson. 

Voting against:  none.

            A motion as made by Commissioner Younggren, seconded by Commissioner Anderson and unanimously carried to approve the Memorandum of Understanding with the Land of the Dancing Sky Area Agencies on Aging, to provide transitional consulting services to individuals considering a move to assisted living settings as an option.

            Johnson presented the 2012 3rd Quarter Financial Report for the Social Services Department and the 2013 Regional Budget for the Adult Mental Health Initiative.  Johnson also presented a handout on case load comparisons for the Social Services Department.

   A motion was made by Commissioner Anderson, seconded by Commissioner Olson and unanimously carried to cancel Warrant #28909 in the amount of $75.24 and authorize the County Auditor/Treasurer to submit the Report of Unclaimed Property to the Minnesota Department of Commerce.

            A motion was made by Commissioner Olson, seconded by Commissioner Spilde and unanimously carried to approve the payment of Commissioner Warrants and Auditor Warrants as follows:

            Meal Reimbursements:                        $45.87

 

            Meeting with the County Board was Cindy Christopherson, Lutheran Social Services Senior Nutrition Meal Site Coordinator, to present an update on the 2011 Senior Meals Program for the County.

            Meeting with the County Board was Sheriff Kenny Hultgren to discuss the Karlstad area wildfires.

 A motion was made by Commissioner Spilde, seconded by Commissioner Younggren and unanimously carried to approve the request from the SWCD for an allocation in the amount of $17,864 from the Natural Resources Block Grant Funds.

            A motion was made by Commissioner Anderson, seconded by Commissioner Spilde and unanimously carried to accept the Delinquent Solid Waste Accounts as presented and assess the respective real estate property for taxes payable 2013 as per the Kittson County’s Solid Waste Ordinance.

            A motion was made by Commissioner Spilde and seconded by Commissioner Olson to adopt the following resolution:                                    #12-27

Tax Forfeit Land Sale Hallock School

            BE IT HEREBY RESOLVED, That the parcel of land forfeited to the State of Minnesota for non payment of taxes, appearing on the list filed with the County Auditor/Treasurer, which have been classified and appraised as proved by Minnesota Laws, 1935, Chapter 386, as amended, shall be offered for sale by the Kittson County Auditor/Treasurer on Monday, November 5, 2012 at 1:00 p.m.

in the Courthouse Extension Meeting Room.

            BE IT FURTHER RESOLVED, That the terms of the sale shall be for cash only.

                 BE IT FURTHER RESOLVED, That owners of the respective parcels of land at the time of forfeiture are prohibited from bidding and purchasing parcels of land they previously owned, this restriction provided by Chapter 511, Article 2, Section 27 of 1992 Minnesota Laws.

            Meeting with the County Board was Leana Kowaliuk to voice a concern regarding Caribou Township not providing maintenance on a township road that leads to her property.

            Meeting with the County Board was Kelly Bengtson, County Engineer.  Bengtson discussed the status of construction and maintenance projects.  Bengtson presented an update of the State Ditch #72 and State Ditch #50 Restoration Project.

            A motion was made by Commissioner Anderson and seconded by Commissioner Olson to adopt the following resolution:                                    #12-28

BRIDGE #35537

            WHEREAS, the County of Kittson has applied to the Commissioner Of Transportation for a grant from the Minnesota State Transportation Fund, for the construction of Bridge No. 35537, SAP 35-601-33, located on CSAH 1;

            WHEREAS, the Commissioner of Transportation has given notice that funding for this bridge is available, and

            WHEREAS, the amount of the grant has been determined to be $610,422 by reason of the lowest responsible bid.

            NOW, THEREFORE, BE IT RESOLVED, that Kittson County does hereby agree to the terms and conditions of the grant consistent with Minnesota Statutes, Section 174.50, subdivision 5, clause (3), and will pay any additional amount by which the cost exceeds the estimate, and will return to the Minnesota State Transportation Fund any amount appropriated for the bridge but not required.

Voting in favor:  Commissioners Younggren, Olson, Bouvette, Spilde and Anderson. 

Voting against:  none.

            A motion was made by Commissioner Spilde and seconded by Commissioner Olson to adopt the following resolution:                                    #12-29

VETERANS COMMUNITY OUTREACH GRANT PROGRAM

            BE IT RESOLVED by Kittson County Board of Commissioners that the County enter into the attached GRANT CONTRACT with the Minnesota Department of Veterans Affairs (MDVA) to conduct the following Program;  County Veterans Service Office Community Outreach Grant Program.  The grant must be used for community outreach as defined in Minnesota Statutes, section 197.608, to all eligible veterans regarding the availability of benefits they have earned and specially those relating to posttraumatic stress disorder for all veterans, including World War II, Korean War, and Vietnam War era veterans, and should not be used to supplant or replace other funding.

            BE IT FURTHER RESOLVED by the Kittson County Board of Commissioners that Robert Cameron, the County Veterans Services Officer, be authorized to execute the attached Grant Contract for the above-mentioned Program on behalf of the County.

            A motion was made by Commissioner Anderson and seconded by Commissioner Spilde to adopt the following resolution:                                    #12-30

VETERANS OPERATIONAL IMPROVEMENT GRANT PROGRAM

            BE IT RESOLVED by Kittson County Board of Commissioners that the County enter into the attached GRANT CONTRACT with the Minnesota Department of Veterans Affairs (MDVA) to conduct the following Program;  County Veterans Service Office Operational Improvement Grant Program.  The grant must be used to enhance the operations of the County Veterans Service Office under Minnesota Statutes, 197.608, Subd 4 (a), and should not be used to supplant or replace other funding.

            BE IT FURTHER RESOLVED by the Kittson County Board of Commissioners that Robert Cameron, the County Veterans Services Officer, be authorized to execute the attached Grant Contract for the above-mentioned Program on behalf of the County.
