KITTSON COUNTY BOARD PROCEEDINGS
APRIL 4, 2017
The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, April 4, 2017 at 9:00 a.m. Commissioner Gillie was absent.
The meeting was called to order by Chairman Younggren. The pledge to the flag was given.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Olson and unanimously carried to approve the agenda as amended.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Bouvette and unanimously carried to approve the minutes from the March 21, 2017 County Board meeting as presented.
Meeting with the County Board was Barb O’Hara, Kittson County Emergency Management Director. O’Hara presented a resolution declaring a state of emergency in Kittson County due to flooding. The declaration will allow Kittson County to be eligible for state disaster funds.
A motion was made by Commissioner Bouvette and seconded by Commissioner Olson to adopt the following resolution:            #17-17
RESOLUTION DECLARING A STATE OF EMERGENCY
WHEREAS, the 2017 Spring Flood impacted the population of Kittson County and its cities; and
WHEREAS, the 2017 Spring Flood event has caused a significant amount of public property damage; and
WHEREAS, the Kittson County Department of Emergency Management requests the Kittson County Board of Commissioners to declare Kittson County in a STATE OF EMERGENCY for the Spring Flood event of 2017;
NOW, THEREFORE, BE IT RESOLVED, that the Kittson County Board of Commissioners declares Kittson County in a State of Emergency for conditions resulting from the Spring Flood event beginning March 27, 2017 and ending April 14, 2017.
Voting in favor: Commissioners Bouvette, Olson, Wikstrom, and Younggren.
Voting against: none
Meeting with the County Board was Steve Porter, Kittson County Sheriff. Porter provided the Board with an update on things going on in the department and asked permission to purchase a depth finder for $769.94 and new battery backups for the computers and 9-1-1 equipment in dispatch totaling $4,932.90.
A motion was made by Commissioner Bouvette, seconded by Commissioner Olson and unanimously carried to approve the purchase of a new depth finder for $769.94.
A motion was made by Commissioner Olson, seconded by Commissioner Wikstrom and unanimously carried to approve    the purchase and installation of new battery backups for the 9-1-1 dispatch room equipment in the amount of $4,932.90.
Meeting with the County Board was Owen Westerberg representing the Lake Bronson Elevator. Westerberg had recently purchased the old bowling alley in Lake Bronson and appeared before the County Board to ask for a grant of $5,000 and a 7 year tax abatement to help pay the costs of repairing the building. The County Board informed Westerberg that the County itself does not provide grants but grants and low interest loans were available from other sources. They also explained that any tax abatement would need to meet the requirements of the County’s Business Subsidy Agreement and involve job creation. No action was taken by the Board.
Meeting with the County Board was Kelly Bengtson, Kittson County Highway Engineer, to update the Board on maintenance issues and road conditions around the County. Currently, County Roads 61, 56, 52, and 58 and Township Road T126 are under water and State Ditch 1 is flooding overland near Hwy 75 and the canola plant. There will be some additional re-graveling and debris removal expenses associated with the flooding. The department is starting to remove snow plows from its equipment. The department will be holding bid lettings this week for equipment rental, contract mowing, and the project in Gilbert Olson Park and next week for county-wide re-gravel. Bengtson presented a hand out showing the county’s expenses on County State Aid Highways.
A motion was made by Commissioner Olson, seconded by Commissioner Bouvette and unanimously carried to approve the 5-year Road and Bridge plan as presented at the last meeting.
A motion was made by Commissioner Bouvette, seconded by Commissioner Wikstrom and unanimously carried to approve advertising projects SAP035-640-001 (3rd Street in Hallock between Birch Ave. and Atlantic Ave), SAP035-602-005 (CSAH 2 between Trunk Hwy 11 and the Marshall County line), and SAP035-629-001 (Pacific Ave in St Vincent).
A motion was made by Commissioner Olson, seconded by Commissioner Wikstrom and unanimously carried to approve    the low quote for culverts from True North Steel for $41,714.90. A quote for $45,871.10 was also received from Contech.
Pursuant to published notice bids were received for project SP035-606-023 (bituminous overlay on CSAH 6 between Humboldt and Orleans) and read as follows:

A motion was made by Commissioner Wikstrom, seconded by Commissioner Olson and unanimously carried to accept the low bid from Knife River Materials for project SP035-606-023 in the amount of $1,058,785.15.
Meeting with the County Board were Troy Schroeder of the Northwest Regional Development Commission and Darren Laesch of the Minnesota Department of Transportation to present the Trunk Highway Improvement Plan for Kittson County. The plan includes the following projects: bridge replacements on Hwy 175 east of Hallock (2017), resurfacing Hwy 59 between Lake Bronson and Karlstad (2017), resurfacing Hwy 59 and Hwy 11 in Karlstad (2017), resurfacing Hwy 175 west of Hallock to the Red River (2017), resurface and replace 2 bridges on Hwy 75 from Hallock to the Canadian Border (2022), partial reconstruction of Hwy 75 and Hwy 175 in Hallock (2022), rehab bridge on Hwy 175 in Hallock (2022), rehab bridge in St. Vincent (2023), and resurface and replace 2 bridges on Hwy 75 from Hallock to Donaldson (2025). Problem areas with truck traffic on Hwy 75 were also discussed.
A motion was made by Commissioner Olson, seconded by Commissioner Wikstrom and unanimously carried to approve the payment of Commissioner Warrants and Auditor Warrants as follows:

A motion was made by Commissioner Bouvette, seconded by Commissioner Olson and unanimously carried to approve the per diems and expense sheets for March.
Committee reports were given.
The County Board discussed drafting a letter to the Governor concerning buffer strip laws affecting Kittson County. Commissioners instructed County Administrator Christensen to prepare a draft of the letter for the next meeting.
A motion was made by Commissioner Bouvette, seconded by Commissioner Younggren and unanimously carried to approve the following appointments: Pat Klegstad to the GIS Committee (through 2017) – replacing Kenny Hultgren; Steve Porter to the NW Regional Radio User Committee (indefinite term) – replacing Kenny Hultgren; Steve Porter to the 9-1-1 Committee (indefinite term) – replacing Kenny Hultgren; Holly Koebernick to the NW Regional Radio User Committee (indefinite term) – replacing Roberta Anderson. Positions on the Building & Health and Safety Committees previously held by Kenny Hultgren were eliminated.
A motion was made by Commissioner Olson, seconded by Commissioner Wikstrom and unanimously carried to appoint Bob Cameron to another four (4) year term as County Veterans Service Officer.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Bouvette and unanimously carried to approve advertising for a replacement for the office clerk position in the Extension Office. Bev Swenson is retiring from the position at the end of June.
Correspondence was read.
