KITTSON COUNTY BOARD OF APPEAL AND EQUALIZATION
The Kittson County Board of Appeal and Equalization met Tuesday, June 20, 2017 at 9:02 a.m. The following members were present:  Commissioners Bouvette, Gillie, Olson, Wikstrom, Younggren and County Administrator Christensen.  Also in attendance were County Assessor Marian Paulson, Deputy Assessor Lynette Snare, and Troy Peterson.
The meeting was called to order by County Administrator Christensen. The Oath of Office was taken.
County Administrator Christensen called for nominations for the position of Chairperson. Commissioner Bouvette nominated Commissioner Younggren to serve as Chairperson. After no further nominations were received, a motion was made by Commissioner Wikstrom, seconded by Commissioner Bouvette and unanimously carried that nominations cease and a unanimous ballot be cast for Commissioner Younggren to serve as Chairperson to the Board of Appeal and Equalization for 2017.
Commissioner Younggren then called for nominations for board clerk. Commissioner Bouvette nominated County Administrator Christensen to serve as Board Clerk. After no further nominations were received, a motion was made by Commissioner Gillie, seconded by Commissioner Olson and unanimously carried that nominations cease and a unanimous ballot be cast for County Administrator Christensen to serve as Clerk to the Board of Appeal and Equalization for 2017.
No appeals were presented to the Board of Appeal and Equalization by the County Assessor. Troy Peterson appeared on his own behalf to voice a complaint about the valuation of a series of structures sitting on blocks in the City of Karlstad and on the assessment of a rental house he owns. Peterson argued that the buildings had no value at all and that they do not meet the definition of a structure. County Assessor Paulson explained that the law is specific in that it does not allow for an exemption in this case because the buildings are structures and are not considered new construction. Peterson was asked where he got the definition of a structure he was using but could not provide a source. Commissioners asked whether the structures could be valued as one structure since the building was originally a single structure before it was moved to its current location. As it pertained to the valuation of his rental property, the property’s valuation included a basement that did not exist. It was not until Assessor’s Office staff were finally allowed access to the property that it was confirmed the basement did not exist. Peterson was told to file an abatement request and the request would be handled through the proper procedures.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Gillie and unanimously carried to change the valuation on the structures on temporary blocks from 3 buildings valued at $1,000 each to 1 building valued at $100.

A motion was made by Commissioner Gillie, seconded by Commissioner Bouvette and unanimously carried to accept the recommended valuation changes.
Assessor Paulson reviewed and presented a number of charts and graphs showing the average tillable land values per section and values of bordering counties; average tillable and values per township; estimated market value comparisons for 2016 and 2017 and new construction and destruction by township and city.
Assessor Paulson presented the new construction, destruction or moving and homesteads for the unorganized townships of Klondike, Peatland, McKinley and North Red River.
A motion was made by Commissioner Gillie, seconded by Commissioner Olson and unanimously carried to accept the assessments for the unorganized townships of Klondike, Peatland, McKinley and North Red River.
A motion was made by Commissioner Bouvette, seconded by Commissioner Wikstrom and unanimously carried to accept the 2017   Assessments for Kittson County as presented to the County Board of Appeal and Equalization by the Assessor.
Commissioner Younggren declared the 2017 County Board of Appeal and Equalization meeting adjourned at 9:56 a.m.
