KITTSON COUNTY BOARD PROCEEDINGS
JANUARY 21, 2020
The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, January 21, 2020 at 9:00 a.m.  Commissioner Johnson was absent.
The meeting was called to order by Chairman Gillie.  The pledge to the flag was given.
The agenda was approved as presented.
A motion was made by Commissioner Olson, seconded by Commissioner Wikstrom and unanimously carried to approve the minutes from the January 7, 2020 County Board meeting as presented.
Meeting with the County Board was Kathy Johnson, Kittson County Social Services Director.  Johnson asked the County Board for permission to explore the creation of a Family Based Worker position that would be shared with Marshall County.  The position would be an extra FTE to start but would end up ultimately replacing an existing position after the next retirement.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve allow Johnson to explore the shared Family Based Worker position with Marshall County.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Younggren and unanimously carried to approve the payment of the following amounts, with a detailed listing kept on file in the Finance Office:

Meal Reimbursements:          $36.70
Committee reports were given.
A motion was made by Commissioner Olson, seconded by Commissioner Wikstrom and unanimously carried to approve a request from Commissioner Gillie to travel to the NACO conference to speak.  NACO will pay the travel expenses while the County will be responsible for paying her per diem.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve to approve a quote of $44,454.10 from Dell Marketing for a pair of servers to replace the two existing virtual servers.  Commissioner Wikstrom abstained. The current servers are 11 years old.
A motion was made by Commissioner Olson, seconded by Commissioner Wikstrom and unanimously carried to approve the 2020 ambulance agreement with the Kittson County Ambulance Service.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Younggren and unanimously carried to approve the 2020 ambulance agreement with the Tri-County Emergency Medical Service.
Meeting with the County Board was Tracee Bruggeman of Brady Martz CPA.  Bruggeman presented the 2018 Kittson County audited financial report.
A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to approve the 2018 audited financial report.
A motion was made by Commissioner Wikstrom and seconded by Commissioner Olson to adopt the following resolution:             #20-05
2020 JOINT DITCH LEVIES
BE IT RESOLVED that the Kittson County Board of Commissioners has set the levies for 2020 for the joint ditches in Kittson County as follows:

Voting in favor: Commissioners Gillie, Olson, Wikstrom, and Younggren.
Voting against: none.
A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to set the 2020 Kittson County Board of Appeals & Equalization meeting for June 16, 2020 at 9:00 a.m.
The 2020 Committee List was received for information.
Meeting with the County Board was Keith Klegstad, Kittson County Highway Assistant Engineer, to update the Board on maintenance issues and road conditions around the County.  Klegstad noted that there were 3 weather events last week with crews going out on Sunday to plow.  Klegstad also presented the 2019 Annual Bridge Safety Inspection report and several items for Board approval.  Klegstad concluded by asking for an increase in his working classification from WC-2 to WC-3.  The Board referred the matter to the Personnel Committee.
A motion was made by Commissioner Wikstrom and seconded by Commissioner Younggren to adopt the following resolution:         #20-06

WHEREAS, Kittson County has determined that the following deficient bridges on the CSAH, County Road and Township systems are a high priority and require replacement or rehabilitation within the next five (5) years, and

WHEREAS, local roads play an essential role in the overall state transportation network and local bridges are the critical component of the local road systems, and
WHEREAS, State support for the replacement or rehabilitation of local bridges continues to be crucial to maintaining the integrity of the local road systems and is necessary for the County and the townships to proceed with the replacement or rehabilitation of the high priority deficient bridges described above, and
WHEREAS, Kittson County intends to proceed with replacement or rehabilitation of these bridges as soon as possible when State Transportation Bond Funds are available,
BE IT RESOLVED, that Kittson County commits that it will proceed with the design and contract documents for these bridges immediately after being notified that funds are available in order to permit construction to take place within one year of notification.
Voting in favor: Commissioners Gillie, Olson, Wikstrom, and Younggren.
Voting against: none.
A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to final contract payments to Knife River Materials for the following projects:

SP 035-622-009 = $32,656.36
Pursuant to published notice, bids were received for project SP 3508-28
(Canola plant frontage road) and read as follows:

A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to award the contract or project SP 3508-28 to Davidson Ready Mix & Construction in the amount of $362,834.55.
Quotes were received for a new tracked skid loader with attachments and read as follows:

No action taken.
A motion was made by Commissioner Olson, seconded by Commissioner Wikstrom and unanimously carried to grant permission to obtain bids for a new motor grader.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to grant permission to advertise for equipment rental, aggregate production, county-wide re-gravel, and roadside mowing work.
Meeting with the County Board was Amanda Hughes with the Kittson County Republicans.  Hughes presented a request to the County Board to adopt a resolution designating Kittson County a 2nd Amendment Sanctuary County.  After discussing the matter, the County Board created a committee consisting of Commissioners Olson and Johnson, County Administrator Christensen, Sheriff Mark Wilwant and former Sheriff Kenny Hultgren to review the matter.  No further action taken.
The Board adjourned to February 4, 2020 at 9:00 a.m.
