MINUTES OF THE REGULAR MEETING OF THE HALLOCK CITY COUNCIL
MONDAY, DECEMBER 2, 2019
CALL TO ORDER:
Mayor Dave Treumer called the regular meeting of the Hallock City Council to order at 5:34 pm on December 2, 2019. Those Present: Mayor Dave Treumer, Naomi Larson, Kevin Waller and Mike Totleben.
Members absent: Jennifer Peterson.
Also present: City Clerk-Administrator Aimee Sugden, Deputy Clerk Kendra Johnson, Utility Superintendent Dan Larson, Chief of Police Mike Docken, Airport Manager Jeremy Seng, Fire Chief Kevin Klein, Anna Jauhola of the Kittson County Enterprise and Tom Lanctot.
APPROVE AGENDA:
Councilor Totleben moved to approve the agenda as presented.  The motion was seconded by Councilor Larson and carried unanimously.
APPROVAL OF MINUTES:
Councilor Larson moved to approve the Minutes of the Hallock City Council Meeting of November 4, 2019 as written.  The motion was seconded by Councilor Totleben and carried unanimously.
FISCAL ISSUES:
Approval of Bills:
Mayor Treumer and Councilor Totleben reviewed bills.
Motion by Councilor Totleben to authorize payment of City bills in the amount of $161,871.51, General fund, checks #11162 to #11194, which includes a transfer of $35,359.17 to the payroll account to cover wages, taxes and benefits.  The motion was seconded by Councilor Waller and carried unanimously.
Mayor Treumer and Councilor Totleben will review bills for the January 6, 2020 meeting.
Cost-of-Living:
The council discussed a cost of living adjustment (COLA) to city employee wages. Sugden provided councilors with data from previous years’ consumer price index (CPI), the Social Security Administration’s Cost-Of-Living Adjustment and city history from the previous five years.
Motion by Councilor Waller to give employees a 2.5% cost of living raise effective on the first payroll in January 2020. Motion was seconded by Councilor Larson and carried unanimously.
Signature Approval:
Councilor Totleben made a motion to approve Resolution 2019-18 to approve City Clerk/Administrator, Aimee Sugden, as an authorized signer for accounts at American Federal Bank, Hallock. Motion seconded by Councilor Waller and carried unanimously.
Councilor Totleben made a motion to approve Resolution 2019-19 to approve City Clerk/Administrator, Aimee Sugden, as an authorized signer for accounts at United Valley Bank, Hallock. Motion seconded by Councilor Waller and carried unanimously.
NSF Checks/Fee Schedule:
The council discussed adding a $30 fee to the fee schedule for NSF checks. The city office receives a few of these each year and asked to add it to the schedule for clarity purposes. Mayor Treumer was concerned about the legality of such a fee. Council agreed to table the issue until further research could be conducted.
POLICE / PARKS DEPARTMENT:
Chief of Police, Mike Docken reported that he submitted a grant request to TC Energy for the cost of updating and installing a new siren system. The system would allow for a wireless, mobile shutoff option. The grant will be reviewed after January 1, 2020.
Only one deer has been taken in the city hunt. Weather and flooding have contributed to low activity. Docken is expecting at least four taken during the month of December.
AIRPORT:
Discussed an amendment to the to the KLJ agreement for the airport’s hanger project that assesses liquidated damages to Mak Construction for the delays in the completion. This will not increase the fee for the city, but rather, assesses the costs to Mak Construction.
Motion by Councilor Totleben to approve Amendment #2 to the KLJ agreement. Motion was seconded by Mayor Truemer and carried unanimously.
Truth-In-Taxation Public Meeting for 2020 Budget
Mayor Treumer called the Truth-in-Taxation Public Meeting to order at 6:00 p.m. on December 2, 2019. No city residents were on hand with any concerns.
Motion by Councilor Waller to close the Truth-in-Taxation Public Meeting at 6:13 p.m. on December 2, 2019. The motion was seconded by Councilor Larson and carried unanimously.
UTILITY DEPARTMENT:
Utility Superintendent, Dan Larson reported the city has had a few snow events since we last met. They have also had nice weather that allowed the crew to scrape main thoroughfares throughout the city, something they don’t typically get to do in the month of November. The crew hung up holiday décor throughout the city.
Mayor Treumer asked that the city maintenance crew wrap a damaged tree in Gilbert Olson Park.
OLD BUSINESS:
Christmas Décor:
Councilor Larson, Councilor Peterson and Sugden looked at holiday light options. Due to timing, the council felt it was best to wait until after the holiday season to purchase any additional lights. The council hopes that items will be discounted following the holiday season.
The council agreed to continue purchasing holiday décor on an annual basis (following the holiday season) to replace aging pieces.
Applicator Fee Refund:
As discussed in the November 4, 2019 Council meeting, the council discussed giving Jeremy Seng a refund for mis-collected aerial applicator fees. Sugden confirmed the $1,000 amount. The amount will be credited towards his fees for 2020.
Councilor Larson moved to refund Jeremy Seng $1,000 to be credited towards his fees for 2020. The motion was seconded by Councilor Waller and carried unanimously.
OTHER BUSINESS:
Approval of Liquor Licenses:
Sugden presented the councilors the liquor licenses ready for approval.
Motion by Councilor Totleben to approve the issuance of liquor licenses to Last Chance Trading Post, Hallock Eagles, Revelation Ale Works, Hallock Curling Club and Red Barn Liquor. The motion was seconded by Councilor Waller and carried unanimously.
2020 Census:
Deputy Clerk Johnson reported that Jim Johnson has expressed interest in being a “Complete Count Committee” member.
Resolution 2019-17 Designating a Polling Place:
Motion by Councilor Totleben to adopt Resolution 2019-17 designating City Hall, located at 163 3rd Street, Hallock, MN, as the city’s official polling place for 2020. The motion was seconded by Councilor Waller and carried unanimously.
Delinquent Utilities:
Sugden and Johnson reported on a list of delinquent utilities dating back to 2011. They have been working with the City Attorney to determine what can be collected. They asked the council how they would like them to proceed. The council agreed that they can continue to collect, but asked for a recommendation in how to proceed.
Christmas Hours:
The council discussed giving city employees Christmas Eve day (12/24) off.
Motion by Councilor Waller to give city employees Christmas Eve day off as a paid holiday. The motion was seconded by Councilor Totleben and carried unanimously.
FIRE DEPARTMENT:
Fire Chief Klein reported a low call volume this month. They are expecting two more retirements before the end of the year, which will leave three open positions on the department. He reported that the department is currently tracking under budget.
The department recently received a grant for smoke detectors and carbon monoxide detectors. They will be going door-to-door to distribute these to citizens who need them.
The pickup the department had for sale did not garner any bids. The department has asked C&M Ford to sell the pickup for them.
Council Roundtable:
Sugden reported that the council will be receiving email addresses for council business.

There being no further business, Councilor Totleben moved to adjourn the Regular Meeting of the Hallock City Council on December 2, 2019. The motion was seconded by Councilor Larson and carried unanimously. The meeting adjourned at 7:13 p.m.

CALL TO ORDER:
Mayor Dave Treumer called the regular meeting of the Hallock City Council to order at 5:41 pm on January 6, 2020. Those Present: Mayor Dave Treumer, Jennifer Peterson, Kevin Waller and Mike Totleben.

Councilor Totleben moved to approve the Minutes of the Hallock City Council Meeting of December 2, 2019 as written.  The motion was seconded by Councilor Waller and carried unanimously.

Motion by Councilor Totleben to authorize payment of City bills in the amount of $315,175.07, General fund, checks #11195 to #11242, which includes a transfer of $31,121.02 to the payroll account to cover wages, taxes and benefits.  The motion was seconded by Councilor Peterson and carried unanimously.
Mayor Treumer and Councilor Totleben will review bills for the February 3, 2020 meeting.

Chief of Police, Mike Docken reported that he submitted a grant request to Enbridge Energy for the cost of updating and installing a new siren system. He has also applied for a grant through TC Energy, but is waiting to hear back from that application.

Docken reported that he has taken continuing education courses to maintain proper licensing.
AIRPORT:
Airport Manager, Jeremy Seng, reported that a tenant reported a broken hangar door on the old t-hangar. He will be re-submitting a request for windows in the lobby of the airport office. He anticipates finding out in July and purchase and installation to take place in the second half of 2020 or the beginning of 2021.
UTILITY DEPARTMENT:
Utility Superintendent, Dan Larson reported that the city has had a few minor snow events since we last met. They have been working on painting and other facility maintenance
NEW BUSINESS:
Kittson County Ag Society Gaming Permit:
Motion by councilor Peterson to approve the gaming permit for the Kittson County Ag Society. Motion seconded by Councilor Waller and carried unanimously.
OLD BUSINESS:
Jeff Langan, Houston Engineering
Reported on the current status of the dam project. He will be working with Mayor Treumer on acquiring easements from residents upstream of the dam. Other top priorities include processing the dam permit from the DNR. Langan was confident bids for the project would begin this summer and construction would commence mid-September 2020 and conclude mid-May 2021

There being no further business, Councilor Totleben moved to adjourn the Regular Meeting of the Hallock City Council on January 6, 2020. The motion was seconded by Councilor Larson and carried unanimously. The meeting adjourned at 7:13 p.m.
