“NOTICE OF SALE OF TAX FORFEITED LANDS”

NOTICE IS HEREBY GIVEN That on WEDNESDAY, APRIL 8, 2020 at 10:00 a.m. in the Courthouse Extension meeting room,  Hallock, Minnesota, County of Kittson, I shall sell to the highest bidder those parcels of land described in the list contained herein, which have been classified as non-conservation lands and appraised as provided by law.  This sale will be governed by the provisions of Sections 282.221 to 282.226 of the Minnesota Statutes and by the resolution of the Kittson County Board of Commissioners authorizing such sale, which resolution reads as follows:
BE IT HEREBY RESOLVED That the parcels of land forfeited to the State of Minnesota for non-payment of taxes, appearing on the list filed with the County Administrator, which have been classified and appraised as provided by Minnesota Laws, 1935, Chapter 386, as amended, shall be offered for sale by the Kittson County Administrator on  WEDNESDAY, APRIL 8, 2020  at 10:00 a.m. in the Courthouse Extension meeting room.
BE IT FURTHER RESOLVED That the terms of the sale shall be for cash only.
BE IT FURTHER RESOLVED, that any individual who has delinquent property taxes on any other property in their name is prohibited from bidding on any tax forfeit property.  In addition, an individual prohibited from bidding because they have delinquent taxes may not use another person to bid on the property for them.
BE IT FURTHER RESOLVED, That no one who could have repurchased a parcel of tax-forfeited land under M.S. 282.241 (non-conservation land) or M.S. 282.012 (conservation land) may purchase that same parcel of property at a private or public sale for less than (a) the sum of all taxes, special assessments, penalties, interest, and costs due at the time of forfeiture, as computed under M.S. 282.251, plus (b) any special assessments for improvements certified as of the date of sale.
In addition to the sale amount, 3% (.03) of the sale price shall be added pursuant to Minnesota Statutes 292.28, Minnesota Title Assurance Fund.  A $25.00 fee shall be paid at the time of the purchase to cover the cost of the State Deed, pursuant to M.S.A. 282.014.  A recording fee of $46.00 shall also be collected and retained for the recording of the State Deed before it can be presented to the purchaser M.S.A. 282.301.  Deed tax of .33% (.0033) of the net consideration, or if under $3000.00 fee of $1.65, shall also be paid at the time of the sale.  The minimum bid acceptable is the appraised value.  A $50.00 fee shall be paid to record a well certificate on any known well located on the property.
Attention should be given to M.S.A. 429.071, 435.23 and 444.076 which refer to special assessments which may be subject to reassessment or a new assessment.  Certain lands may also be restricted from being placed on a state funded wetland program.  Floodplain building restrictions may affect these parcels.  A copy of floodplain maps are on file in the Kittson County Zoning Office and/or the city clerk’s office.  Kittson County is not responsible for determining property lines or boundaries.
Information for buying tax forfeited land can be obtained at the office of the County Administrator & Tax Services.

RADON WARNING STATEMENT
The Minnesota Department of Health strongly recommends that ALL homebuyers have an indoor radon test performed prior to purchase or taking occupancy and recommends having the radon levels mitigated if elevated radon concentrations are found.  Elevated radon concentrations can easily be reduced by a qualified, certified, or licensed, if applicable, radon mitigator.
Every buyer of an interest in residential real property is notified that the property may present exposure to dangerous levels of indoor radon gas that may place the occupants at risk of developing radon-induced lung cancer.  Radon, a Class A human carcinogen, is the leading cause of lung cancer in nonsmokers and the second leading cause overall.  The seller of any interest in residential real property is required to provide the buyer with any information on radon test results of the dwelling.

any radon testing conducted on ALL of these properties.
2.    Radon records available?  No
