MEETING
OF THE HALLOCK CITY COUNCIL
MONDAY, APRIL 6, 2020
CALL TO ORDER:
Mayor Dave Treumer called the regular meeting of the Hallock City Council to order at 5:35 pm on April 6, 2020. Those Present: Mayor Dave Treumer, Naomi Larson, Kevin Waller, Jen Peterson and Mike Totleben.
Also present: City Clerk-Administrator Aimee Sugden, Chief of Police Mike Docken, Airport Manager Jeremy Seng and Anna Jauhola of the Kittson County Enterprise.
APPROVE AGENDA:
Councilor Totleben moved to approve the agenda as presented. The motion was seconded by Councilor Waller and carried unanimously.
APPROVAL OF MINUTES:
Councilor Totleben moved to approve the Minutes of the Hallock City Council Meeting of March 2, 2020 as written. The motion was seconded by Councilor Peterson and carried unanimously.
Councilor Larson moved to approve the Minutes of the Hallock City Council Emergency Meeting of March 20, 2020 as written. The motion was seconded by Councilor Waller and carried unanimously.
FISCAL & ADMINISTRATIVE ISSUES:
Approval of Bills:
Mayor Treumer and Councilor Totleben reviewed bills.
Motion by Councilor Totleben to authorize payment of City bills in the amount of $201,418.15, General fund, checks #11343 to #11406, which includes a transfer of $60,700 to the payroll account to cover wages, taxes and benefits. The motion was seconded by Councilor Larson and carried unanimously.
Mayor Treumer and Councilor Totleben will review bills for the May 4, 2020 meeting.
Fire Department:
Fire Chief Klein was not present at the meeting, so no report was given.
Police Department Report:
Police Chief Docken reported that he did an audit of the signs around town and determined several that were ‘very faded’. He will be working to replace 20 signs this year and adding ‘children at play’ signs on 7th Street and North Douglas Ave at a cost of approximately $1,500.
Chief Docken also reported that he received a $5,000 grant from TC Energy to replace the city’s fire whistles.
Chief Docken reported that the Two Rivers has crested at 805.
Utility & Parks Department Report:
Utility Superintendent Larson was not present at the meeting, so no report was given.
Airport:
Airport Manager Jeremy Seng reported on the bids the city received for the taxi lane project. This is a re-bid of a project that was bid last year.
Seng also reported that KLJ Engineering was in the process of applying for additional grants made available via the CARE Act. Funds from this grant may be available to be put towards the completion of the taxi lane project.
New Business:
Tax Abatement Hearing
Motion by Councilor Larson to hold a public hearing on Monday, May 4 for a tax abatement requested by Robert Carr. The motion was seconded by Councilor Totleben and carried unanimously.
TIF District Hearing
Motion by Councilor Peterson to hold a public hearing on Monday, June 1 to establish a TIF District within the City of Hallock. The motion was seconded by Councilor Totleben and carried unanimously.
Other Business
Employee Handbook
Administrator Sugden presented the Council with a first draft of an updated employee handbook. The handbook draft will also be distributed to employees for review and input. Final details will be worked out by the Personnel Committee and brought back to the council for approval.

Adjournment
There being no further business, Councilor Waller moved to adjourn the Regular Meeting of the Hallock City Council on April 6, 2020. The motion was seconded by Councilor Larson and carried unanimously. The meeting adjourned at 6:16 p.m.
