KITTSON COUNTY BOARD PROCEEDINGS
July 7, 2020
The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, July 7, 2020 at 9:00 a.m. All members were present.
The meeting was called to order by Chairperson Gillie. The pledge to the flag was given.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Younggren and unanimously carried to approve the agenda as amended.
A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to approve the minutes from the June 16, 2020 County Board meeting as presented.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Younggren who requested the correction of the addition of Tim Swenson in attendance and unanimously carried to approve the minutes from the June 16, 2020 County Board of Appeals meeting as presented.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the minutes from the June 23, 2020 County Board meeting as presented.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Olson and unanimously carried to approve the minutes from the June 30, 2020 County Board meeting as presented.
Meeting with the County Board was Mark Wilwant, Kittson County Sheriff. Wilwant gave an update on upcoming events in his office. His office will be receiving 6 sets of Kevlar vests which will be paid for with a grant. His office will also be upgrading the 911 caging units which will be paid for with existing 911 funds.
Meeting by phone was Gary Weiers from DDA Human Resources to finalize the Executive Search packet. The search packet will go public on July 8, 2020.
A motion was made by Commissioner Younggren, seconded by Commissioner Johnson and unanimously carried to approve the payment of the following amounts, with a detailed listing kept on file in the Finance Office:

A motion was made by Commissioner Wikstrom, seconded by Commissioner Younggren and unanimously carried to approve the per diems and expense sheets for June.
Committee Reports were given.
Meeting with the County Board was Keith Klegstad, Kittson County Assistant Engineer. Klegstad provided an update on the status of the 2020 construction projects. Klegstad presented for approval a box culvert project agreement for funding.
A motion was made by Commissioner Olson and seconded by Commissioner Wikstrom to adopt the following resolution: #20-25
Grant Agreement to State Transportation Fund
SAP 035-614-008
WHEREAS, Kittson County as applied to the Commissioner of Transportation for a grant from the Minnesota State Transportation Fund for construction of Bridge No. 35J61; and
WHEREAS, the Commissioner of Transportation has given notice that funding for this project is available; and
WHEREAS, the amount of the grant has been determined to be $56,916.40 by the reason of the lowest responsible bid;
NOW THEREFORE, be it resolved that Kittson County does hereby agree to the terms and conditions of the grant consistent with Minnesota Statutes, section 174.50, and will pay any additional amount by which the cost exceeds the estimate, and will return to the Minnesota State Transportation Fund any amount appropriated for the bridge but not required. The proper county officers are authorized to execute a grant agreement and any amendments thereto with the Commissioner of Transportation concerning the above-referenced grant.
Voting in favor: Commissioners Gillie, Johnson, Olson, Wikstrom and Younggren.
Voting against: None
Klegstad updated the Board that advertising has been again submitted for the Engineer search. He also reported roadside mowing is half way completed. Klegstad also reported the corroboration with Lon Aune of Marshall County is working really well.
Interim County Administrator Shirley Swenson requested approval for a $400 G Suite training for administration of the County’s email. A motion was made by Commissioner Wikstrom, seconded by Commissioner Younggren and unanimously carried for approval of the training for Swenson.
Swenson also asked for approval of a temporary pay increase for Debra Costin as the Election Administrator. The increase is $350 per month running from July through November. A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to approve the temporary pay increase for Costin.
Swenson requested the approval of a liquor licenses for Far North Spirits.
A motion was made by Commissioner Wikstrom and seconded by Commissioner Johnson to adopt the following resolution: #20-26
FAR NORTH SPIRITS “On Sale” Cocktail License
BE IT RESOLVED that the Kittson County Board of Commissioners hereby grants a one-year (1) “On Sale” Micro Distillery Cocktail License” to the FAR NORTH SPIRITS INC in the amount of $300, for license year ending July 16, 2021 and recommends that said license be approved by the Minnesota Liquor Control Director.
Voting in favor: Commissioners Gillie, Johnson, Olson, Wikstrom and Younggren.
Voting against: None
A motion was made by Commissioner Wikstrom and seconded by Commissioner Johnson to adopt the following resolution: #20-27
FAR NORTH SPIRITS Micro Distillery “Off Sale” License
BE IT RESOLVED that the Kittson County Board of Commissioners hereby grants a one-year (1) “Micro Distillery “Off Sale” Intoxicating Liquor License” to the FAR NORTH SPIRITS INC in the amount of $150, for license year ending July 16, 2021 and recommends that said license be approved.
Voting in favor: Commissioners Gillie, Johnson, Olson, Wikstrom and Younggren.
Voting against: None
A discussion on the managed IT quotes was held. The question was raised of sharing with another county. Some calls will be made to explore this possibility. Discussion tabled until the July 21, 2020 meeting.
A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to adjourn the meeting.
The Board adjourned to July 21, 2020 at 9:00 a.m.
