August 18, 2020
The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, August 18, 2020 at 8:00 a.m. as a working committee for the purpose of reviewing the County departments budgets. The following Board members were present: Commissioners Gillie, Johnson, Younggren, Wikstrom, Financial Officer Shirley Swenson and Administrative Coordinator Marilyn Gustafson. Gustafson presented a summary of the personnel costs which includes step increases, insurance increases and longevity pay. The Committee proceeded to review each department’s budget.
At 9:00 a.m. the regular County Board meeting was called to order by Chairperson Gillie. All members were present.
The pledge to the flag was given.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Olson and unanimously carried to approve the agenda.
A motion was made by Commissioner Younggren, seconded by Commissioner Johnson and unanimously carried to approve the minutes from the August 4, 2020 County Board meeting as written.
A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to approve the minutes from the August 11, 2020 County Board meeting as written.
Meeting with the County Board were Jamie Osowski and Heather Peterson representing the Soil & Water Conservation District. Osowski reviewed the programs and services they provide in the County.
Meeting with the County Board were Keith Klegstad, Assistant County Engineer and Shawn Anderson, Maintenance Foreman to present an update on construction and maintenance projects.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Johnson and unanimously carried to approve the monthly agreement with Marshall County for Engineer services as needed.
Meeting with the County Board were Scot Olson, Emergency Manager and Matt Vig, Chief Deputy Sheriff to discuss the idea of purchasing a used school bus to be used in a variety of emergency situations. A motion was made by Commissioner Olson, seconded by Commissioner Gillie and unanimously carried to allow Olson to look into the purchase and total cost associated with equipping the bus for use.
Chief Deputy Vig presented an Amended Memorandum of Understanding Agreement between Pembina County and Kittson County for Mutual Aid. A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to approve the agreement as amended.
Olson presented the status of all emergency declarations on going in the county from the spring flood to the 3 rain events and stated the household hazardous collection was very successful this year.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Younggren and unanimously carried to appoint Scot Olson as Safety Officer effective September 1, 2020, replacing Melissa Lundeen with an annual stipend of $500 per year.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Olson and unanimously carried to approve the payment of the following amounts, with a detailed listing kept on file in the finance office.

Committee reports were given.
A motion was made by Commissioner Wikstrom and unanimously carried to approve the Administrative Services Contract with Northwest Community Action Inc to provide services for the purpose of reimbursing Kittson County public and private entities for COVID-19 related expenses under the CARES Act.
Gustafson presented the Payment in Lieu of Property Taxes (PILT) for Natural Resources Land in Kittson County for 2020.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Johnson and unanimously carried to set the election judges pay at $20 per hour.

The board adjourned to September 1, 2020 at 8:00 a.m. for budget review.
