KITTSON COUNTY BOARD PROCEEDINGS
September 15, 2020
The Kittson County Board of Commissioners met pursuant to adjournment on Tuesday, September 15, 2020 at 9:00 a.m. All members were present.
The meeting was called to order by Chairperson Gillie. The pledge to the flag was given.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the agenda as amended.
A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to approve the minutes from the September 1, 2020 County Board meeting as written.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Olson and unanimously carried to approve the minutes from the September 4, 2020 County Board meeting as written.
Meeting with the County Board was Trish Short Lewis to discuss digitizing County Records. Also present was County Recorder Kristi Hultgren. Hultgren stated that some of the land records have been digitized in her office but none of the birth and death records have been done. There are also data privacy issues on records that are less than 100 years old. Lewis stated the records with permanent historical value are eligible for transfer to the State Archives for permanent preservation and use. The Minnesota Historical Society has a long list of records awaiting digitization and currently the staff is on furlough due the pandemic situation. The Board agreed to look into the request for records preservation further.
Meeting with the County Board were Keith Klegstad, Assistant County Engineer and Jason Weleski, Shop Foreman. Klegstad presented an update on engineering projects.
A discussion was held on the quotes received for a motor grader.
A motion was made by Commissioner Olson and seconded by Commissioner Wikstrom to purchase the 2021 John Deere 770G for an amount of $250,387. Voting in favor; Commissioners Olson and Wikstrom. Voting Against; Commissioners Johnson, Younggren and Gillie.
A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to purchase a 2018 Cat 140M3 with 385 hours for an amount of $211,611.
A motion was made by Commissioner Gillie, seconded by Commissioner Olson and unanimously carried to accept the quote off of the State Cooperative Purchasing Agreement with C & M Ford for a 2021 F250XL Super Duty pickup for $38,980 plus $1,700 for delivery.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Younggren and unanimously carried to approve the Interim Engineer Agreement with Marshall County for the month of October.
Meeting with the County Board were County Sheriff Mark Wilwant and Administrative Coordinator Marilyn Gustafson, to discuss installing video cameras at each of the exterior entrance doors. Quotes for equipment were obtained from Wikstroms. A motion was made by Commissioner Gillie and seconded by Commissioner Younggren to approve the purchase and installation of the video camera. Voting in favor; Commissioner Gillie, Johnson, Younggren and Olson. Voting against; none. Abstaining; Commissioner Wikstrom.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Younggren and unanimously carried to approve the Group Medicare Renewal Plan Rates for 2021 at $414.50.
A motion was made by Commissioner Johnson, seconded by Commissioner Wikstrom to adopt the following resolution: #20-33
UNORGANIZED TOWNSHIP LEVIES
BE IT RESOLVED that the following amounts are hereby proposed to be levied for taxes payable in 2020 in the following unorganized townships in Kittson County for Road & Bridge, Fire & Ambulance purposes:
Klondike Township $ 1,500.00 McKinley Township $ 3,000.00 North Red River Township $30,000.00
Peatland Township $ 0.00
Voting in favor: Commissioners Gillie,
Johnson, Olson, Wikstrom and
Younggren.
Voting against: None.
A discussion was held on the Human Resources Technical Assistance Program which was offered though the Association of Minnesota Counties. The program had been offered for three years by a grant from Sourcewell, primarily for rural counties with limited HR Staff. Also present was Deb Costin, Payroll and Benefits Manager. The grant funding has now ended and the cost to participate will be $4,900 for 2021.
A motion was made by Commissioner Olson, seconded by Commissioner Wikstrom and unanimously carried to approve participating in the program for 2021 at the cost of $4,900.
A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to appoint Hope Sele to manage the County’s Web Page replacing Amanda Rynning.
A motion was made by Commissioner Johnson and seconded by Commissioner Younggren to adopt the following resolution: #20-32
CARES ACT COUNTY MUNICIPALITY GRANT AGREEMENT
WHEREAS, the County Board of Kittson County hereby approves the 2020 CARES Act County Municipality Agreement attached hereto;
BE IT FURTHER RESOLVED that the County Board of Kittson County hereby acknowledges that by virtue of the failure to reach an agreement between the county and the municipalities, the sum of $6,284.58 will be provided by the county to the municipalities under the CARES Act Grant to which the county is the Grantee, and the municipalities acknowledges that it is subject to the provisions of paragraphs 1 through 5, 7 through 11 and 13 through 15 of the 2020 CARES Act Grant Agreement as if it were the Grantee.
Voting in favor: Commissioners Gillie, Johnson, Olson, Wikstrom and Younggren.
Voting against: None.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Johnson and unanimously carried to approve the payment of the following amounts, with the detailed listing kept on file in the finance office.

A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to participate in the State Emergency Communication Board Grant for the Northwest Region to upgrade hand held radios and other miscellaneous equipment.
Marilyn Gustafson, Administrative Coordinator, informed the Board that there were no significant rate changes for the 2021 renewal of Life, Long and Short Term Disability and Dental Insurance.
A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to adjourn the meeting.
The Board adjourned to September 24, 2020 at 9:00 a.m.

The Kittson County Board of Commissioners met pursuant to adjournment on Thursday, September 24, 2020 at 9:00 a.m. All members were present. Also joining the meeting via Internet was Gary Weiers, from DDA Human Resources, Inc.
The meeting was called to order by Chairperson Gillie. The pledge to the flag was given.
A motion was made by Commissioner Younggren, seconded by Commissioner Johnson and unanimously carried to approve the agenda.
A motion was made by Commissioner OIson, seconded by Commissioner Younggren and unanimously carried to approve the Joint Affiliate Data Sharing Agreement with Quin County Community Health Board.
A motion was made by Commissioner Wikstrom and seconded by Commissioner Younggren to adopt the following resolution: #20-34
2021 Tax Levy
WHEREAS, the departments within the county government of Kittson County have submitted proposed budgets for 2021, and
WHEREAS, the Kittson County Board of Commissioners have reviewed and considered said budgets.
NOW THEREFORE, BE IT RESOLVED that the proposed budgets for 2021 are hereby approved for the proposed levies in the following amounts:
Revenue Fund $3,020,340
Road & Bridge Fund $1,003,611
Social Services Fund $ 548,131
TOTAL $4,572,082
Less State Paid Aids $ 473,843
$4,098,239
Voting in favor: Commissioners Gillie, Johnson, Olson, Wikstrom and Younggren.
Voting against: None.
A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to approve the 2021 Renewal Agreement with Further to administer the County’s Medical Spending Account.
The Board discussed the candidates and their interviews for the County Administrator position. After a lengthy discussion a motion was made by Commissioner Johnson, seconded by Commissioner Wikstrom and unanimously carried to offer the position to Dillon Hayes and authorize Commissioners Olson and Johnson to negotiate an employment agreement with Hayes.
A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to adjourn the meeting.
The Board adjourned to October 6, 2020 at 9:00 a.m.
