October 20, 2020
The Kittson County Board of Commissioners met pursuant to adjournment on Tuesday, October 20, 2020 at 9:00 a.m. All members were present.
The meeting was called to order by Chairperson Gillie. The pledge to the flag was given.
A motion was made by Commissioner Younggren, and seconded by Commissioner Wikstrom and unanimously carried to approve the agenda as amended.
A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to approve the minutes from the October 6, 2020 County Board meeting as written.
Meeting with the County Board were Sheriff Mark Wilwant and Deputy Dave Thompson to present quotes for a 2021 patrol vehicle. The following quotes were presented:

A motion was made by Commissioner Olson, seconded by Commissioner Wikstrom to accept the quote from C & M Ford Inc in the amount of $34,280 with consideration given on location for warranty and maintenance work. Voting in favor; Commissioners Gillie, Younggren, Wikstrom and Olson. Voting against; Commissioner Johnson.
Tax Forfeited Land appraisal sheets were presented to the Board Members for their review.
Meeting with the County Board was Keith Klegstad, Assistant Highway Engineer. Klegstad updated the Board on the status of county projects. Also discussed were different options available for surfacing the gravel road by Kick’n Up Kountry Music Festival. Klegstad will research some options.
A motion was made by Commissioner Olson, seconded by Commissioner Wikstrom and unanimously carried to approve the agreement for Highway Engineer Services with Marshall County for the month of November.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Johnson and unanimously carried to approve the payment of the following amounts, with a detailed listing kept on file in the finance office.

Commissioner’s Warrants
October 23, 2020 $201,915.79
Meeting with the County Board was Scot Olson, Emergency Services Director. Olson presented a request from the Lancaster Fire Department to purchase an extractor along with installation costs and six SCBA Masks for a total amount of $18,321.85. Olson also made a request on behalf of the Sheriff’s Department to purchase signal booster kits for their patrol vehicles, all purchases for a total amount of $3,099.94 to be funded through CARES Act Funds.
A motion was made by Commissioner Olson, seconded by Commissioner Wikstrom and unanimously carried to approve the purchases for the Lancaster Fire Department and the Kittson County Sheriff’s Department.
Olson stated that all Flood Disaster Declarations have been approved by the Governor for payment.
A motion was made by Commissioner Younggren, seconded by Commissioner Johnson to adopt the following resolution: #20-36
Authorizing Execution of Sub-grant Agreement
BE IT RESOLVED that Kittson County, Minnesota enter into a sub-grant agreement with the Division of Homeland Security and Emergency Management in the Minnesota Department of Public Safety for the program entitled Hazard Mitigation Assistance. Scot E Olson, Kittson County Emergency Management Director is hereby authorized to execute and sign such sub-grant agreements and any amendments hereto as are necessary to implement the project on behalf of Kittson County, MN.
Voting in favor: Commissioners Gillie, Johnson, Wikstrom, Olson, and Younggren.
Voting against: None.
Olson stated that there are 16 active cases of COVID-19 in the County at this time. Olson also presented an update to Annex B and C of the Kittson County
COVID-19 Preparedness Plan to the Board for discussion and approval.
After some discussion a motion was made by Commissioner Wikstrom, seconded by Commissioner Olson and unanimously carried to approve the policy as amended.
A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to approve the request from Social Services to purchase five lap top computers in the amount of $8,510.71 to improve telework capabilities.
Also discussed was the balance remaining from the Coronavirus Relief Funds.
Meeting with the County Board was County Assessor Heather Bruley to renew her appointment with the County as County Assessor. Following her Oath of Office the following resolution was adopted.
A motion was made by Commissioner Wikstrom and seconded by Commissioner Johnson to adopt the following resolution: #20-37
COUNTY ASSESSOR
RE-APPOINTMENT
BE IT HEREBY RESOLVED that the Kittson County Board of Commissioners re-appoint Heather Bruley to serve a four (4) year term as Kittson County Assessor effective January 4, 2021.
Voting in favor: Commissioners Gillie, Johnson, Wikstrom, Olson, and Younggren.
Voting against: None.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the Northwest Private Industry Council Joint Powers Agreement.
The 3rd Quarter Financial Report was presented for information.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Johnson and unanimously carried to set the 1st Board meeting in November to November 2, 2020 at 9:00 a.m. due to Election Day on November 3.
A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to approve the 2018-2019 State of MN Board of Water and Soil Resources Natural Resources Block Grant Amendment and the 2021 State of MN Board of Water and Soil Resources MPCA SSTS Program Grant Agreement as presented.
A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to appoint County Administrator Dillon Hayes as Voting Delegate and Commissioner Corey Wikstrom as Alternate Delegate to MCIT.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to appoint Jenn Koskela to the Minnesota Counties Computer Cooperative as Kittson County’s second voting delegate.
Correspondence was acknowledged from Phillip Muir and Joel Muir requesting a redetermination of benefits for County Ditch 8. The request is under review.
Setting ditch levies and budgets were differed to the next Board meeting.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Olson and unanimously carried to adjourn the meeting.
The Board adjourned to November 2, 2020 at 9:00 a.m.
