KITTSON COUNTY BOARD
PROCEEDINGS
December 1, 2020
The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, December 1, 2020 at 5:00 p.m. All members were present; Commissioner Johnson was in attendance virtually.
The meeting was called to order by Chairperson Gillie. The pledge to the flag was given.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Younggren and unanimously carried to approve the agenda with the addition of Item 17 regarding re-appointment to the North Kittson Rural Water District Commission.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Olson and unanimously carried to approve the Regular Meeting Minutes from November 2, 2020.
A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to approve the Regular Meeting Minutes from November 17, 2020.
Meeting with the County Board was Kathy Johnson, Kittson County Social Services Director. Johnson presented several contracts for services in addition to various metrics related to department performance and staffing changes related to COVID-19. A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the contract with Minnesota Career Force for MFIP-related services. A motion was made by Commissioner Wikstrom, seconded by Commissioner Olson and unanimously carried to approve the MSHO Care Coordination contract with Kittson Healthcare Center.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the payment of the following amounts, with a detailed listing kept on file in the Finance Office:

A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to approve the per diems and expense sheets.
County Administrator Hayes presented information on the MICT Dividend payment for 2020 and the final CARES Act expenditures, noting that more information would be provided at the next regular meeting.
A motion was made by Commissioner Olson, seconded by Commissioner Wikstrom and unanimously carried to approve the low quote from Thief River Glass for replacement of the two entrances on the north side of the courthouse building.
A motion was made by Commissioner Younggren, seconded by Commissioner Wikstrom and unanimously carried to approve the execution of a billboard lease contract for Veteran Services.
A motion was made by Commissioner Younggren, seconded by Commissioner Wikstrom and unanimously carried to approve the low quote from Ralph Twamley Construction LLC for the demolition of structures on a tax-forfeited property.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Younggren and unanimously carried to approve advertising for the Payroll/Benefits & Elections Manager position.
At 6:00 p.m. a motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to declare the board meeting in recess and to convene the annual Truth in Taxation Hearing. County Administrator Hayes presented information on the 2021 budget.
At 6:20 p.m. a motion was made by Commissioner Olson, Seconded by Commissioner Wikstrom and unanimously carried to adjourn the Truth in Taxation hearing and reconvene the regular board meeting.
Committee Reports were given.
Correspondence regarding the County Engineer position was reviewed.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Younggren and unanimously carried to re-appoint Eric Ristad and Tracy Bergh to the North Kittson Rural Water District Commission Board.
A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to adjourn the meeting.
The Board adjourned to December 15, 2020 at 9:00 a.m.
