KITTSON COUNTY BOARD PROCEEDINGS
December 15, 2020
The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, December 15, 2020 at 9:00 a.m.
The meeting was called to order by Chairperson Gillie.  The pledge to the flag was given.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Younggren and unanimously carried to approve the agenda.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Johnson and unanimously carried to approve the meeting minutes from December 1, 2020.
Meeting with the County Board was Dan Money, Two River Watershed District Administrator. Mr. Money discussed the process for transferring county ditch systems to watershed districts pursuant to Minnesota Statutes 103D and 103E. The Board and Mr. Money reviewed the potential benefits that would result from such a transfer, and the next steps that would need to be initiated to complete a transfer.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Johnson and unanimously carried to approve the payment of the following amounts, with a detailed listing kept on file in the Finance Office:

December 8, 2020    $239,850.90
December 20, 2020    $       945.19
Commissioners Warrants
December 15, 2020    $160,560.59
A motion was made by Commissioner Wikstrom and seconded by Commissioner Johnson to adopt the following resolution:     #20-40
2021 BUDGET AND TAX LEVY
WHEREAS, Department Administrators presented proposed budgets to the County Board for the year 2021, and
WHEREAS, said proposed budgets have been reviewed by the County Board and amended to a final budget amount for the following funds:
Revenue    $  4,924,549
Road & Bridge    $  5,401,061
Social Services    $  1,481,547
TOTAL    $11,807,157
This provides for a tax levy for taxes to be collected in 2021 in the amount of $4,572,082
NOW THEREFORE, BE IT RESOLVED that the budget for 2021 is hereby approved with the tax levy amount as follows:
Revenue    $3,020,340
Road & Bridge     $1,003,611
Social Services     $   548,131
TOTAL    $4,572,082
Less State Paid Aids    $   473,843
NET LEVY    $4,098,239
BE IT FURTHER RESOLVED that the budgets are approved with the provisions that no major capital purchase of $2,000 may be made without first obtaining approval from the County Board or Purchasing Committee.
Voting in favor: Commissioners Wikstrom, Gillie, Johnson, Olson, and Younggren.
Voting against: None
A motion was made by Commissioner Olson and seconded by Commissioner Younggren to adopt the following resolution:     #20-41
2021 COUNTY BOARD SALARY
BE IT RESOLVED that the salary for the County Board of Commissioners for the year 2021 shall be $23,793.44.
BE IT FURTHER RESOLVED that this resolution shall be published in accordance with Minnesota Statute 375.055.
Voting in favor: Commissioners Wikstrom, Gillie, Johnson, Olson, and Younggren.
Voting against: None
A motion was made by Commissioner Olson and seconded by Commissioner Johnson to adopt the following resolution:

2021 ELECTED OFFICIAL SALARY
BE IT RESOLVED that the salaries paid to the elected and appointed officials are hereby established for the period of January 1, 2021 through December 31, 2021 at the following rates:
Mark Wilwant,
County Sheriff    $    92,393.60
Robert Albrecht,
County Attorney    $    42,202.61
Voting in favor: Commissioners Wikstrom, Gillie, Johnson, Olson, and Younggren.
Voting against: None
A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to approve the Law Enforcement Labor Services, Inc. Collective Bargaining Agreement for 2021 – 2023.
A motion was made by Commissioner Olson, seconded by Commissioner Wikstrom and unanimously carried to adopt a revised COVID-19 Preparedness Plan.
County Administrator Hayes presented a draft Resolution and Proclamation Request Policy for informational purposes; an increasing number of counties have been adopting similar policies. Chairperson Gillie asked the members of the Board to consider the draft policy for future action.
County Administrator Hayes presented an update on final CARES Act expenditures, noting that the final total was very close to the total allocation, and final reporting had been completed.
A motion was made by Commissioner Olson, seconded by Commissioner Gillie and passed with Commissioners Gillie, Johnson, Olson and Younggren voting for, and Commissioner Wikstrom voting against, to give county staff the afternoon of December 24, 2020 off.
Committee Reports were given.
County Administrator Hayes provided an update on legislation being evaluated that would create a new county-administered grant program for businesses impacted by recent executive orders.
A motion was made by Commissioner Wikstrom, seconded by Commissioner Olson and unanimously carried to adjourn the meeting.
The Board adjourned to December 29, 2020 at 9:00 a.m.
