KITTSON COUNTY BOARD PROCEEDINGS
January 19, 2021
The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, January 19, 2021 at 9:00 a.m.
The meeting was called to order by Chairperson Gillie. The pledge to the flag was given.
A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to approve the agenda.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the meeting minutes from December 29, 2020. A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to approve the meeting minutes from January 5, 2021.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve payment of the following amounts, with a detailed listing maintained on file in the Finance Office:

Commissioner’s Warrants

A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the following fund transfers:
• Temporary Transfer of $346,625.19 from the Revenue fund to the Road & Bridge fund.
• Temporary Transfer of $60,506.96 from the Revenue fund to Kittson Health Insurance fund.
• Temporary Transfer of $159,807.60 from the Revenue Fund to Unorganized Townships – North Red River fund.
• Partial loan repayment of $14,700 from the County Ditch #19 fund to the Revenue fund.
• Partial loan repayment of $4,200 from the State Ditch #84 fund to the Revenue fund.
• Loan repayment of $6,405 from the Judicial Ditch #31 fund to the Revenue fund.
A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to authorize the County Administrator to execute the Memorandum of Understanding with Legal Services of Northwest Minnesota for the Legal Kiosk Project.
Meeting with the County Board was Keith Klegstad, Assistant County Engineer. Mr Klegstad presented information from the Minnesota Department of Transportation on Highway funding for 2020. A motion was made by Commissioner Olson, seconded by Commissioner Kraulik and unanimously carried to approve final payment to Davidson Construction Inc for SAP 035-614-011.
A motion was made by Commissioner Younggren, seconded by Commissioner Johnson and unanimously carried to approve the 2021 Fire Sprinkler Inspection Contract with Dakota Fire Protection for 2021.
A motion was made by Commissioner Gillie, seconded by Commissioner Johnson and unanimously carried to table Resolution 21-04 regarding the repurchase of tax-forfeited property until additional information could be obtained regarding plans of the repurchase for future development.
A motion was made by Commissioner Younggren, seconded by Commissioner Kraulik and unanimously carried to approve the service agreement with Tri-County Ambulance for 2021.
A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to approve the 2021 Pay Equity Report.
A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to approve the County Engineer search proposal submitted by DDA Human Resources.
County Administrator Dillon Hayes presented a draft telework policy for review, to be considered at a future meeting of the County Board of Commissioners for approval.
Administrator Hayes provided reports and correspondence, including a letter from the Minnesota Department of Natural Resources (DNR) regarding two outstanding applications for the Native Prairie Bank, for information only. The Board expressed interest in transmitting correspondence to the DNR regarding the Native Prairie Bank.
Meeting with the County Board was Scot Olson, Emergency Manager/ Environmental Services Director to provide an update on the ongoing vaccination effort against COVID-19.
Administrator Hayes provided an update on County appropriations for the first quarter of 2021. A motion was made by Commissioner Olson, seconded by Commissioner Kraulik and unanimously carried to approve budgeted appropriations for the first quarter of 2021.
Committee Reports were given.
A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to adjourn the meeting.

The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, January 27, 2021 at 9:00 a.m.
The meeting was called to order by Chairperson Gillie. The pledge to the flag was given.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the agenda.
Meeting with the Board was Gary Weiers, Management Consultant with David Drown Associates Human Resources, Inc. Mr. Weiers provided an overview of the County Engineer search process and discussed related items with the Board.
The Board adjourned to February 2, 2021 at 9:00 a.m.

The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, February 2, 2021 at 9:00 a.m.
The meeting was called to order by Chairperson Gillie. The pledge to the flag was given.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the agenda.
A motion was made by Commissioner Olson, seconded by Commissioner Kraulik and unanimously carried to approve the meeting minutes from January 27, 2021.
State Representative John Burkel was present to discuss on goings at the capital and potential legislation with the Board.
Meeting with the County Board was Keith Klegstad, Assistant County Engineer. Mr. Klegstad provided information on annual highway maintenance projects, seasonal staffing needs, and potential funding for a joint project with Roseau County for consideration. A motion was made by Commissioner Olson, seconded by Commissioner Younggren, and unanimously carried to authorize staff to advertise for equipment rental, aggregate production, county-wide graveling, and roadside mowing. A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to authorize staff to advertise for twelve seasonal highway department employees. A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to authorize staff to proceed with the development of a letter of support for highway funding with Roseau County.
Mr. Klegstad presented a request from Poppleton Township for the County to act as fiscal agent for the purposes of applying for a Local Road Improvement grant. A motion was made by Commissioner Younggren, seconded by Commissioner Gillie and unanimously carried to authorize staff to proceed with the necessary actions to act as fiscal agent for Poppleton Township.
A motion was made by Commissioner Johnson, seconded by Commissioner Gillie and unanimously carried to approve payment of the following amounts, with a detailed listing maintained on file in the Finance Office:

A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve per diems and expense sheets.
A motion was made by Commissioner Olson, seconded by Commissioner Kraulik and unanimously carried to approve a letter to the Minnesota Department of Natural Resources (DNR) regarding the Native Prairie Bank program.
A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to approve solid waste management and transportation licenses for Mar-Kit Landfill and Anderson Sanitation.
A motion was made by Commissioner Younggren, seconded by Commissioner Kraulik and unanimously carried to approve executing a utility easement for the installation of new fiber optic cable by Wikstrom Telephone Company on county-owned property in the City of Karlstad.
A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to authorizing hiring Suzann Duchene in the position of Payroll/Benefits & Elections Manager effective March 1, 2021 at Step 3.
A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to authorize execution of a Memorandum of Understanding with Law Enforcement Labor Services regarding overtime distribution.
A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to approve a Resolution & Proclamation Request Policy.
County Administrator Dillon Hayes presented the draft Telework Policy for discussion. The Board discussed the draft policy as presented and provided feedback for desired revisions.
Administrator Hayes presented a draft Agenda Procedures & Rules of Business policy for discussion. The Board discussed the draft policy as presented; Administrator Hayes recommended postponing action on adoption until he had an opportunity to review with Department Heads.
Committee Reports were given.
Administrator Hayes presented correspondence related to the transfer of County Ditch systems to Two Rivers Watershed pursuant to Minnesota Statutes 103D and 103E.
Administrator Hayes informed the Board that Administrative Coordinator Marilyn Gustafson’s last day was Friday, January 29. The Board expressed their sincere gratitude and appreciation for Mrs. Gustafson’s efforts and willingness to assist the County over the past six months.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to adjourn the meeting.
The Board adjourned to Feruary 16, 2021 at 9:00 a.m.
