KITTSON COUNTY BOARD PROCEEDINGS
April 6, 2021
The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, April 6, 2021 at 8:00 a.m. All members were present.
The meeting was called to order by Chairperson Gillie. The pledge to the flag was given.
A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to approve the agenda.
The Board interviewed County Engineer Candidate 1.
Approval of the March 16, 2021 minutes was tabled for discussion at the April 20, 2021 meeting.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson to approve payment of the following amounts, with the exception of payment to Baycom Inc., with a detailed listing maintained on file in the Finance Office:

A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to approve per diems and expense sheets.
A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to approve a leave of absence without pay for employee Stephanie Anderson.
A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to adopt the following resolution: #21-15
ACQUISITION & PUBLIC USE OF
TAX-FORFEITED PARCEL
WHEREAS, that property PID # 340009200,legally described as SE ½ of Lots 10, 11, 12, and 13, Block 4, Original Humboldt, forfeited to the state for failure to pay property taxes on the 18th day of September, 2020; and
WHEREAS, pursuant to Minnesota Statute 282.01 Subd. 1a. (a), the City of Humboldt, on December 8, 2020, made a request to Kittson County to withhold the parcel from sale or lease to others for six months; and
WHEREAS, during the withholding period the county board may approve a sale or conveyance to the requesting party; and
WHEREAS, Minnesota Statute 282.01 Subd. 1a. (3) provides for the conveyance of nonconservation tax-forfeited lands to governmental subdivisions for authorized public uses; and
WHEREAS, this conveyance requires no monetary compensation or consideration, except as provided in Minnesota Statute 282.01 Subd. 1g.
THEREFORE BE IT RESOLVED by the Kittson County Board of Commissioners that application to the Minnesota Department of Revenue for a Conditional Use Deed on behalf of the City Humboldt of is hereby authorized for the purposes of establishing an authorized public use on this parcel.
BE IT FURTHER RESOLVED by the Kittson County Board of Commissioners that the acquisition of this parcel by the City of Humboldt for the purposes of establishing an authorized public use is in the public interest, and approval of the Conditional Use Deed is recommended.

A motion was made by Commissioner Johnson, seconded by Commissioner Kraulik and unanimously carried to adopt the following resolution: #21-16

The Board interviewed County Engineer Candidate 2.
A motion was made by Commissioner Gillie, seconded by Commissioner Johnson and unanimously carried to authorize the Personnel Committee to work with consultant Gary Weiers on the negotiation of an employment agreement with County Engineer Candidate 2.
A motion was made by Commissioner Olson, seconded by Commissioner Johnson to accept the low bid of $66,956 from Olson farms for CP 35-21-300 Roadside Mowing.
A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to accept all bids for CP 35-21-200 Equipment Rental.
A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to accept the low bid of $520,738 from Davidson Construction for SAP 035-601-036 Bridge No. 35J59.
A motion was made by Commissioner Younggren, seconded by Commissioner Kraulik to accept the low bid of $133,795.13 from Davidson Construction for CP 35-21-100 County-Wide Regravel.
A motion was made by Commissioner Olson, seconded by Commissioner Johnson to accept the low bid of $86,000 from Davidson Construction for CP 35-21-100A Aggregate Production.
A motion was made by Commissioner Johnson, seconded by Commissioner Kraulik to approve advertisement of SAP 035-614-012 CSAH 14 Mill and Overlay.
Assistant County Engineer Keith Klegstad presented bids for SAP 035-606-024 CSAH 6 Bridge. No action was taken.
A motion was made by Commissioner Johnson, seconded by Commissioner Kraulik to approve advertisement of SP 088-070-074 Intersection Lighting.
Chair Gillie provided a summary of a request from Deerwood Township for county assumption of 410th Avenue, and State funding that may be sought for paving ½ to 1 mile of said roadway. Administrator Hayes and Assistant County Engineer Klegstad provided information on the assumption process and estimated cost for paving the roadway. No action was taken.
Administrator Hayes provided information on the sale of tax-forfeited properties. The County Board discussed property valuations and sale methods, providing direction to staff to explore the sale of some properties utilizing an online auction service.
A motion was made by Commissioner Younggren, seconded by Commissioner Johnson and unanimously carried to approve the Seasonal Watercraft Inspector position description and authorize staff to advertise for one Seasonal Watercraft Inspector position.
A motion was made by Commissioner Olson, seconded by Commissioner Kraulik and unanimously carried to approve execution of an AIS Delegation Agreement with the Minnesota Department of Natural Resources.
Administrator Hayes presented the 1st Quarter Overtime Report.
Committee Reports were given.
Administrator Hayes presented correspondence regarding a One Watershed One Plan (1W1P) planning effort in the Middle-Snake-Tamarac River Watershed.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to adjourn the meeting.
The Board adjourned to April 20, 2021 at 9:00 a.m.
