July 6, 2021
The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, July 6, 2021 at 9:00 a.m. Commissioners Gillie and Kraulik were absent.
The meeting was called to order by Vice-Chairperson Younggren. The pledge to the flag was given.
A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to approve the agenda.
A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to approve the meeting minutes from June 15, 2021. A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to approve the meeting minutes from June 29, 2021.
A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to approve meal reimbursements and payment of the following amounts, with a detailed listing maintained on file in the Finance Office:
Auditor’s Warrants
June 9, 2021 $ 104,308.22
June 25, 2021 $ 829,351.70
July 2, 2021 $ 79,939.53
Commissioner’s Warrants
July 9, 2021 $ 227,286.69
A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to approve per diems and expense sheets.
Assistant County Engineer Keith Klegstad presented an advertisement for bids for project SAP 035-606-024 for consideration, recommending re-advertisement of the project. A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to approve soliciting bids for project SAP 035-606-024.
A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to approve the following resolution: #21-19
2021 LIQUOR LICENSE RENEWALS
BE IT RESOLVED by the Kittson County Board of Commissioners that the following microdistillery and cocktail room licenses are hereby approved for the period from July 16, 2021 to July 16, 2022, and approval of said licenses by the Minnesota Liquor Control Director is recommended:

A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to approve the following resolution: #21-20
RESOLUTION ACCEPTING GIFTS AND/OR DONATIONS
WHEREAS, Kittson County may accept a grant or devise of real or personal property and maintain such property for the benefit of its citizens in accordance with the terms prescribed by the donor in accordance with Minnesota Statute Section 465.03; and
WHEREAS, every acceptance shall be by resolution of the Board and adopted by a two-thirds majority of its members, expressing such terms in full in accordance with Minnesota Statute Section 465.03; and
WHEREAS, the Kittson County Soybean Board has donated a set of soy-oil Eagle Enforcer All Weather tires for use by the Kittson County Sheriff’s Office.
NOW, THEREFORE, BE IT RESOLVED that the Kittson County Board of Commissioners does hereby accept the above-described gift in accordance with the terms set forth herein.
BE IT FURTHER RESOLVED that the Kittson County Board of Commissioners wishes to extend its sincere appreciation to the Kittson County Soybean Board for their generous donation to the County.

County Administrator Dillon Hayes provided a summary of the FEMA Grant Agreement for the buyout of a property in the floodplain, noting that additional agreements would be necessary to document the provision of required match dollars. A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to table the item for consideration at a later date.
A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to approve the promotion of Highway Maintenance Worker Daryl Klegstad to the position of Highway Technician II, effective August 12, 2021.
A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to recess the Kittson County Board of Commissioners meeting and call the State Ditch 50 Joint Drainage Authority meeting to order; Roseau County Commissioner Daryl Wicklund joined the meeting. A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to set a public hearing date of August 3, 2021 at 9:00 to consider the petition from Two Rivers Watershed District to assume authority of State Ditch 50, and close the State Ditch 50 Joint Drainage Authority meeting. A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to reconvene the Kittson County Board of Commissioners meeting.
Committee Reports were given.
Administrator Hayes provided a summary of recent correspondence.
A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to adjourn the meeting.
The Board adjourned to July 20, 2021 at 9:00 a.m.

July 13, 2021
The Kittson County Board of Commissioners met on Tuesday, July 13, 2021 at 9:00 a.m. All members were present.
The meeting was called to order by Chairperson Gillie. The pledge to the flag was given.
A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to approve the agenda.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to accept County Administrator Dillon Hayes’ resignation.
Gary Weiers, Management Consultant with DDA Human Resources, Inc. presented a summary of the options outlined for replacement of the County Administrator position in a meeting with the Board’s executive committee on July 12, 2021. The options presented included looking at prior candidates, repeating the hiring process in full, and reaching out to prior candidates in conjunction with an expedited hiring process. A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to proceed with the expedited hiring process.
A motion was made by Commissioner Gillie, seconded by Commissioner Kraulik and unanimously carried to authorize Administrator Hayes to initiate discussion with Marilyn Gustafson regarding temporary employment as interim County Administrator.
A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to adjourn the meeting.
The Board adjourned to July 20, 2021 at 9:00 a.m.
