MINUTES OF THE REGULAR MEETING
OF THE HALLOCK CITY COUNCIL
MONDAY, JUNE 7, 2021

CALL TO ORDER:
Mayor Dave Treumer called the regular meeting of the Hallock City Council to order at 5:36 pm on June 7, 2021. Those Present: Mayor Dave Treumer, Mike Totleben, Kevin Waller and Jen Peterson. Councilor Naomi Larson was absent.
Also present: City Clerk-Administrator Aimee Sugden, Police Chief Mike Docken and Kittson County Enterprise Reporter Anna Jauhola.
APPROVE AGENDA:
Councilor Waller motioned to approve the agenda. The motion was seconded by Councilor Totleben and carried unanimously.
SPECIAL REPORT; JEFF LANGAN, HOUSTON ENGINEERING
Houston Engineering representative, Jeff Langan, attended the meeting to present Pay Estimate #5. He also presented a rough timeline for closing out the project.
APPROVAL OF MINUTES:
Councilor Totleben moved to approve the minutes of the regular Hallock City Council Meeting on May 3, 2021. The motion was seconded by Councilor Waller and carried unanimously.
FISCAL & ADMINISTRATIVE ISSUES:
Approval of Bills
Mayor Treumer and Councilor Totleben reviewed bills.
Motion by Councilor Totleben to authorize payment of City bills in the amount of $108,896.92, General fund, checks #12004 to #12052, which includes a transfer of $41,910.29 to the payroll account to cover wages, taxes and benefits. The motion was seconded by Councilor Peterson and carried unanimously.
Mayor Treumer and Councilor Totleben will review bills for the July 2021 meeting.
Budget to Actual Report
Administrator Sugden presented the council with a ‘Budget to Actual’ report for the month of May 2021.
Private Pool Rentals
Administrator Sugden presented the council with a proposal to add private pool rentals to the fee schedule. Sugden hoped that adding an option like this would fill slower weekend hours, offer lifeguards an opportunity for additional hours and generate additional revenue for the pool. Motion by Councilor Waller to add a fee of $125/base 2-hour rental and $60/hour for any additional hours for renting the pool. The motion was seconded by Councilor Peterson and carried unanimously.
Hiring Seasonal Employees
Motion by Councilor Totleben to hire Molly Janicke as the Pool Manager and Kelli Amb, Siri Stenmark, Ellen Hillman and Kaden Vig as Lifeguards (pending their completion and passing of the lifeguard certification course). The motion was seconded by Councilor Waller and carried unanimously.
Fire Department:
Police Chief Klein was absent from the meeting. No report was given.
Airport:
Airport Manager Seng was absent from the meeting. No report was given.
Utility & Parks Department Report:
Utility Superintendent Dan Larson was absent from the meeting. No report was given.
Police Report:
Police Chief Docken reported to the council that he completed the paperwork for a grant to pay for his new vest. He added that there are several grass violations in town that he will be enforcing.
New Business:
Zoning Permit 2021-07; C. Boursaw
Motion by Councilor Peterson to approve Zoning Permit 2021-07, construction of a storage shed. The motion was seconded by Councilor Totleben and carried unanimously.
Zoning Permit 2021-08; Lindegard Farms
Motion by Councilor Totleben to approve Zoning Permit 2021-08, storage facility updates. The motion was seconded by Councilor Waller and carried unanimously.
Zoning Permit 2021-09; R. Coffield
Motion by Councilor Totleben to approve Zoning Permit 2021-09, construction of a fence. The motion was seconded by Councilor Peterson and carried unanimously.

Adjournment
There being no further business, Councilor Totleben moved to adjourn the Regular Meeting of the Hallock City Council on June 7, 2021. The motion was seconded by Councilor Peterson and carried unanimously. The meeting adjourned at 6:59 p.m.
