MONDAY, APRIL 4, 2022

CALL TO ORDER
Mayor Dave Treumer called the regular meeting of the Hallock City Council to order at 5:31 pm on April 4, 2022. Those Present: Mayor Dave Treumer, Mike Totleben, Naomi Larson, Kevin Waller and Jennifer Peterson.
Also present: City Clerk-Administrator Aimee Sugden, Utility Superintendent Dan Larson, Police Chief Mike Docken, Fire Chief Kevin Klein, Fire Department Member Seth Preble, Airport Manager Jeremy Seng, Kittson County Enterprise Reporter Anna Jauhola, Hallock property owner Davy Nesmoe and Hallock resident Tom Lanctot.
APPROVE AGENDA
Councilor Totleben motioned to approve the agenda. The motion was seconded by Councilor Larson and carried unanimously.
APPROVAL OF MINUTES
Councilor Larson moved to approve the minutes of the regular Hallock City Council Meeting on March 7, 2022. The motion was seconded by Councilor Totleben and carried unanimously.
GUEST; Davy Nesmoe, Hallock Property Owner
Davy Nesmoe, the owner of a commercial property located at 112 2nd St SE, asked the council to forgive a portion of a small city grant he entered into in 2015. The contract contains a stipulation regarding maintaining ownership of the building for ten years following the grant. The council referred the matter to legal.
FISCAL & ADMINISTRATIVE ISSUES
Approval of Bills
Mayor Treumer and Councilor Totleben reviewed bills.
Motion by Councilor Totleben to authorize payment of City bills in the amount of $81,105.84, General fund, checks #12435 to #12469, which includes a transfer of $65,050.00 to the payroll account to cover wages, taxes and benefits. The motion was seconded by Councilor Peterson and carried unanimously.
Mayor Treumer and Councilor Totleben will review bills for the May 2022 meeting.
Financial Reporting
Administrator Sugden presented the council with a ‘Budget to Actual’ report for the month of March 2022.
Street/Utility/Parks Report
Utility Superintendent Dan Larson reported to the council, including;
• March brought less storms and lots of melting. Larson noted the usually quick street melt that occurred this year.
• The crew began street sweeping this week, but anticipate a pause due to upcoming weather.
• Have dealt with a few frozen sewers and water lines and are continuing to steam catch basins as a preventative measure.
• Awarded the Wastewater Treatment Facility Operations award from MPCA for the fourth time in five years.
Police Department
Police Chief Mike Docken reported to the council, including;
• A busy month that included; 4 call-outs, 6 off-duty calls, 5 traffic stops, 4 speeding warnings, 3 investigations and more, totaling 36 active calls.
• Reported that the winter has been rough on the deer an he has responded to several dead ones around town.
• The water level gage for the Two Rivers at the dam is not currently working. The DNR is aware and working on repairing it.
Fire Department Report
Fire Chief Kevin Klein reported to the council, including;
• A group of firemen attended training over the weekend.
• March was a quiet month for the department.
Motion by Councilor Totleben to approve Firemen’s Relief Association Resolution to amend Article VIII of the by-laws to change the rate of pay per year of service. The motion was seconded by Councilor Larson and carries unanimously.
Airport Report
Airport Manager Jeremy Seng reported to the council, including;
• Crack sealing has been tentatively scheduled for the last week of April or the first week of May.
New Business
Ag Land Lease Extension
Motion by Councilor Waller to approve the extension of the ag land leases through September 2022. The motion was seconded by Councilor Peterson and carried with a vote of 4-0-1 with Mayor Treumer abstaining.
2022 Campground Rates
Council asked to table the discussion until rates were acquired from Wiktel.
Council Roundtable & Public Comment
Hallock resident Tom Lactot addressed the council.

Adjournment
There being no further business, Councilor Waller moved to adjourn the Regular Meeting of the Hallock City Council on April 4, 2022. The motion was seconded by Councilor Peterson and carried unanimously. The meeting adjourned at 6:43 p.m.

CALL TO ORDER
Mayor Dave Treumer called the special meeting of the Hallock City Council to order at 5:30 pm on April 25, 2022. Those Present: Mayor Dave Treumer, Mike Totleben, Naomi Larson, Kevin Waller and Jennifer Peterson.
Also present: City Clerk-Administrator Aimee Sugden and Kittson County Enterprise Reporter Anna Jauhola.
APPROVE AGENDA
Councilor Waller motioned to approve the agenda. The motion was seconded by Councilor Larson and carried unanimously.
APPROVAL OF MINUTES
Councilor Totleben moved to approve the minutes of the regular Hallock City Council Meeting on April 4, 2022. The motion was seconded by Councilor Peterson and carried unanimously.
Old Business
Nesmoe Small Cities Grant
Administrator Sugden reported to the council that legal counsel from Michelle Moren of the Law Offices of Patrick D Moren and Lisa Sova of the League of MN Cities both recommended the council take no action to pro-rate the existing small cities contract with Mr. Nesmoe. Motion by Councilor Waller to adhere to legal counsel and follow the original small cities contract specifications. The motion was seconded by Councilor Totleben and carried unanimously.
New Business
Resolution 2022-06; A Resolution to Elect the Standard Allowance Available Under the Revenue Loss Provision of the Coronavirus Local Fiscal Recovery Fund Established Under The American Rescue Plan Act
Motion by Councilor Totleben to approve Resolution 2022-06; Electing the Standard Allowance for ARPA Funds. The motion was seconded by Councilor Larson and carried unanimously
Council Roundtable & Public Comment
Administrator Sugden distributed estimates for installing internet in the campgrounds. The council will take up the matter of rates at the next meting.

Adjournment
There being no further business, Councilor Peterson moved to adjourn the Regular Meeting of the Hallock City Council on April 25, 2022. The motion was seconded by Councilor Larson and carried unanimously. The meeting adjourned at 5:56 p.m.
