OF THE HALLOCK CITY COUNCIL
MONDAY, JUNE 6, 2022

CALL TO ORDER
Mayor Treumer called the regular meeting of the Hallock City Council to order at 5:34 pm on June 6, 2022. Those Present: David Treumer, Mike Totleben, Kevin Waller and Jennifer Peterson. Naomi Larson was absent.
Also present: City Clerk-Administrator Aimee Sugden, Utility Superintendent Dan Larson, Assistant Fire Chief Seth Preble and Kittson County Enterprise Reporter Anna Jauhola.
APPROVE AGENDA
Councilor Totleben motioned to approve the agenda. The motion was seconded by Councilor Peterson and carried unanimously.
APPROVAL OF MINUTES
Councilor Peterson moved to approve the minutes of the special City Council meeting on May 25, 2022. The motion was seconded by Councilor Totleben and carried unanimously.
FISCAL & ADMINISTRATIVE ISSUES
Approval of Bills
Mayor Treumer and Councilor Totleben reviewed bills.
Motion by Councilor Totleben to authorize payment of City bills in the amount of $29,292.86, General fund, checks #12530 to #12552. The motion was seconded by Councilor Waller and carried unanimously.
Mayor Treumer and Councilor Totleben will review bills for the July 2022 meeting.
Financial Reporting
Administrator Sugden presented the council with a ‘Budget to Actual’ report for the month of May 2022.
Street/Utility/Parks Report
Utility Superintendent Dan Larson reported to the council, including;
• Dealing with the extended flood season.
• Finally pulled the pump tractor from Costin’s hill so that it can be hooked up to the mower and used at the airport.
• Summer help has started. Both are doing exceptionally well. Lot’s of compliments from the public.
• Caleb traveled to Kennedy to street sweep. The city charges them for this service.
• Dan has been assisting the City of Badger with some sewer needs.
• Hope to use the county patching crew to patch some larger spots of road around town.
• The HWY 75/175 project starts next week.
Fire Department Report
Assistant Fire Chief Seth Preble reported to the council, including;
• Only one call in the month of May.
Motion by Councilor Peterson to approve Dalton Klegstad and Gunnar Olson as new members of the department. The motion was seconded by Councilor Totleben and carries unanimously.
New Business
Resolution 2022-08; Fuel Terminal Upgrade
Motion by Councilor Totleben to approve Resolution 2022-08; Authorization to Execute Minnesota Department of Transportation Grant Agreement for Airport Improvement Excluding Land Acquisition (Fuel Terminal Update). The motion was seconded by Councilor Waller and carried unanimously.
Gaming Permit; Kittson Memorial Healthcare Foundation
Motion by Councilor Waller to approve a gaming permit for Kittson Memorial Healthcare Foundation. The motion was seconded by Councilor Totleben and carried unanimously.
Small Brewer License
Motion by Councilor Peterson to approve the new Small Brewer Off-Sale (128 oz) license for Revelation Ale. The motion was seconded by Councilor Totleben and carried unanimously.
Downtown Trees
Motion by Councilor Waller to make a one-time payment of $1,300 (not to be voted on again) to the downtown tree group. The motion was seconded by Mayor Treumer. The motion carried with a vote of 3-1. Councilor Peterson votes nay.
Council Roundtable & Public Comment
Hallock Resident Tom Lanctot attended the meeting and spoke for five minutes.

Adjournment
There being no further business, Councilor Totleben moved to adjourn the Regular Meeting of the Hallock City Council on June 6, 2022. The motion was seconded by Councilor Waller and carried unanimously. The meeting adjourned at 6:35 p.m.
