MINUTES OF THE SPECIAL MEETING OF THE HALLOCK CITY COUNCIL
MONDAY, DECEMBER 19, 2022

CALL TO ORDER
Mayor Dave Treumer called the special meeting of the Hallock City Council to order at 5:34 pm on December 19, 2022. Those Present: Mayor Dave Treumer, Naomi Larson, Jennifer Peterson and Kevin Waller. Mike Totleben was absent.
Also present: City Clerk-Administrator Aimee Sugden and Kittson County Enterprise Reporter Anna Jauhola.
APPROVE AGENDA
Councilor Waller motioned to approve the agenda. The motion was seconded by Councilor Peterson and carried unanimously.
APPROVAL OF MINUTES
Councilor Larson moved to approve the minutes of the Hallock City Council Meeting on December 5, 2022 with a change to a motion made by Mike Totleben. The motion was seconded by Councilor Peterson and the revised minutes carried unanimously.
APPROVAL OF BILLS
Motion by Councilor Waller to approve the bills as presented. The motion was seconded by Councilor Larson and carried unanimously.

OLD BUSINESS
2023 Cost-Of-Living Adjustment
Motion by Councilor Waller to implement a 6.5% Cost-of-Living Adjustment for both employee and council pay. The motion was seconded by Councilor Larson and carried by a 3-0-1 vote with Councilor Peterson abstaining.

Adjournment
There being no further business, Councilor Waller moved to adjourn the Special Meeting of the Hallock City Council on December 19, 2022. The motion was seconded by Councilor Peterson and carried unanimously. The meeting adjourned at 5:47 p.m.
