KITTSON COUNTY BOARD PROCEEDINGS
January 3, 2023
The Kittson County Board of Commissioners met, pursuant to adjournment on January 3, 2023 at 9:00 a.m. All members were present.
The meeting was called to order by County Administrator Buhmann. The pledge to the flag was given.
Administrator Buhmann opened the floor to nominations for Board Chair. Commissioner Gillie nominated Commissioner Younggren for Board Chairperson. A motion was then made by Commissioner Olson, seconded by Commissioner Gillie and unanimously carried to cease nominations and cast a unanimous ballot for Commissioner Younggren for Board Chairperson. Motion carried.
Administrator Buhmann then turned the meeting over to Chairman Younggren, who then opened the floor to nominations for Vice-Chair. Commissioner Olson nominated Commissioner Kraulik for Vice-Chairperson. A motion was then made by Commissioner Olson, seconded by Commissioner Gillie and unanimously carried to cease nominations and cast a unanimous ballot for Commissioner Kraulik for Vice Chairperson. Motion carried.
A motion was made by Commissioner Olson, seconded by Commissioner Kraulik and unanimously carried to approve the agenda.
After reviewing Committee assignments, a motion was made by Commissioner Kraulik, seconded by Commissioner Olson and passed unanimously to approve the committee assignments with the addition of a Health and Human Services Committee.
Pursuant to the mailed notice bids were received and opened publicly for publishing in 2023. Chairman Younggren opened the two bids submitted for the Official County Newspaper:
• Kittson County Enterprise- First Newspaper $3.20, Second Newspaper-$5.10
• North Star News-First Newspaper-$5.00, Second Newspaper-$5.00
A motion was made on Resolution #23-01, setting the Official newspaper was made by Commissioner Gillie, Seconded by Commissioner Swenson and passed unanimously. #23-01
2023 NEWSPAPER
BE IT RESOLVED that the Kittson County Enterprise is hereby designated by the Board of County Commissioners of the County of Kittson, State of Minnesota, the newspaper in which shall be published the 2023 County Board Proceedings pursuant to Minnesota Statute 375.12, Financial Statement for Kittson County for 2022 pursuant to Minnesota Statute 375.17, the list of real estate taxes remaining delinquent in Kittson County on the first day of January 2021 pursuant to Minnesota Statute 279.09 and all other legal notices required by the county.
BE IT FURTHER RESOLVED that the North Star News is hereby designated by the Board of County Commissioners of the County of Kittson, State of Minnesota, the newspaper in which the second publication of the Financial Statement for 2022 shall be published pursuant to Minnesota Statute 375.17 and all other legal notices required by the county.
Voting in Favor: Commissioners Gillie, Swenson, Kraulik, Olson, and Younggren

A motion was made by Commissioner Olson, seconded by Commissioner Kraulik and unanimously carried to approve the following resolution: #23-02
COUNTY ATTORNEY 2022
REIMBURSEMENT
BE IT RESOLVED that Brink Lawyers shall be reimbursed at the rate of $4,534.58 per month for 2023 to cover office, staff, equipment and incidental expenses, the County Administrator being authorized and instructed to issue warrants on a monthly basis.

Sheriff Matt Vig presented to the Commissioners for their consideration:
• Family Medical Leave – Motion made by Commissioner Gillie, seconded by Commissioner Swenson to approve the Family Medical Leave for the deputy.
• Purchasing a 2005 Chrysler Town and County Van and gurney- North Star Auto 4,000.00 and Mortuary Mall-$2,706.65- Motion made to approve both purchases made by Commissioner Gillie, seconded by Commissioner Olson and passed unanimously.
Andrea Weleski, Highway Engineer presented the following:
• Final payments for SP 088-070-074- Lighting- $29,426.16
Final payment SAP 035-601-035-County Road #1-$184,827.97
A motion approving both final payments was made by Commissioner Gillie, seconded by Commissioner Swenson and passed unanimously.
• Bid for tires-all-terrain version-Motor grader tires, quote from Big Jim’s E-side Tire, Inc., RDO for $12,146.95. A motion approving the bid made by Commissioner Swenson, seconded by Commissioner Olson and passed unanimously.
• Letters to landowners for right of way land purchases for County Road #10 will be mailed out in early March.
• Discussion on snow removal policy- written policy to be brought back to the next Board meeting for approval. A motion was made by Commissioner Gillie, seconded by Commissioner Younggren and unanimously carried to set the Board meeting schedule for 2023, with meetings on the first and third Tuesday of each month at 9:00 a.m.
A motion was made by Commissioner Olson, seconded by Commissioner Gillie and unanimously carried to approve the Board minutes from the December 20, 2022 Board Meeting.
A motion was made by Commissioner Gillie, seconded by Commissioner Kraulik and unanimously carried to approve the Board minutes from the December 28, 2022 Board Meeting.
A motion was made by Commissioner Gillie, seconded by Commissioner Swenson and unanimously carried to approve the Bills and Expense sheets.

Administrator Buhmann requested setting a Commissioner’s workshop for January 17, 2023 at 1 p.m.- Motion made by Commissioner Kraulik, seconded by Commissioner Swenson and passed unanimously to set the workshop date.
Administrator Buhmann requested setting a date for a follow-up meeting on the North Red River Dike. March 21, 2023 at 11 a.m. was selected.
A motion was made by Commissioner Olson, seconded by Commissioner Kraulik and unanimously carried to approve the Per Diems.

Committee reports- No reports
Administrator Buhmann presented an update on out-state travel and training. He informed the Board that the County does have a policy which needs to be updated. However pre-approval to attend by the Board is mentioned. Buhmann mentioned approving the EMS Director Scot Olson’s training in Maryland will require Board approval. Added information regarding the training:
Scot has been accepted into the FEMA/Emergency Management Institutes Emergency Management Professional Program, located in Emmitsburg, MD. This program is comprised of three academies, the National Emergency Management Basic Academy, Advanced Academy, and Executive Academy.
He is enrolled in the Basic Academy at this time. This is comprised of five classes over the span of three weeks and divided into two segments. The first segment is 5 days in January, and the second segment is 10 days in March, with travel days one either side. Airfare, lodging and tuition is provided by FEMA. He will fill out a reimbursement form for the mandatory meal ticket purchase and mileage per diem if he doesn’t take the county vehicle to the airport.
Here are the days for the Basic Academy that Scot will be gone out of state- January 22-28 (7 days) and March 05-18 (14 days), 2023 . A motion was made by Commissioner Olson, seconded by Commissioner Gillie and unanimously passed to allow the training opportunity.
