The Board of Education of #2171 met in regular session at 8:00 p.m. in the Kittson Central boardroom. Members present were Crisa Mortenson, Mike Olsonawski, Amanda Pinnock, Teal Plaine, Matt Kuznia and Mark Johnson. Also present were Superintendent Jaszczak, Bailey Peterson, Kari Jo Jensen, Anna Jauhola and Stephanie Hanson. Kuznia called the meeting to order. Minutes from June 28th, 2023 were presented. Motion to accept minutes by Johnson, second by Mortenson. Motion carried. The bills having been audited and found correct were ordered to be paid. Post payment bills (hand payables) were approved for $12,110.00. Prepayment bills of $38,262.30. Activity Fund Balance of $93,145.26. Payroll Electronic Fund Transfers in the amount of $264,922.61, Payroll Checks in the amount of $3,304.89. Donation of $2,924.30.

Motion to approve the bills as presented by Johnson, second Olsonawski. Motion carried.
A recommendation to approve the extra milk price for lunch to $.50 was presented. Motion to approve Mortenson, second Pinnock. Motion carried.
A recommendation to approve the activity prices as presented with no change from last year. Motion to approve Mortenson, second Plaine. Motion carried.
A recommendation to accept the fuel bid from Johnson Oil, which was the only one submitted. Motion to approve Plaine, second Olsonawski. Johnson abstained. Motion carried.
A recommendation to approve the milk bid from Prairie Farms, which was the only one submitted. Motion to approve Olsonawski, second Pinnock. Motion carried.
A recommendation to approve the rate for substitute teacher pay from $125 to $130 was presented. Motion to approve Plaine, second Pinnock. Motion carried.
A recommendation to approve the mileage reimbursement rate to follow the federal rate along with the provision for half of the federal mileage reimbursement rate when an employee voluntarily uses their own vehicle was presented. Motion to approve Mortenson, second Olsonawski. Motion carried.
A recommendation to approve the meal reimbursement rates as follows:

A recommendation to approve the Long Term Facilities Maintenance application as presented. Motion to approve Plaine, second Johnson. Motion carried.
A recommendation to approve the hiring of Michelle Rosenau as the Business Manager Administrative Assistant effective August 21st, 2023 was presented. Motion to approve Mortenson, second Pinnock. Motion carried.
The school nurse contract was presented with the option of staying with Kittson Memorial Healthcare Center, or going to Avel E-Care. Motion by Olsonawski to approve the contract with Kittson Healthcare, second Plaine. Motion carried.
A recommendation to approve the student handbooks as presented. Most of the changes were language or incorporating legislative changes into the document. Motion to approve Johnson, second Mortenson. Motion carried.
Superintendent Jaszczak is seeking approval for an after school program. It would run until 5:00 pm at a cost of $50 per student for the week whether they attend all week or not. Motion to approve Plaine, second Pinnock. Motion carried.
A recommendation to approve Kittson Central participation in the Cheer Team was presented. Motion to approve Pinnock, second Mortenson. Motion carried.
A recommendation to approve the hiring of Josh Rynning as the Head Hockey Coach. Motion to approve Mortenson, second Plaine. Motion carried.
Superintendent Jaszczak talked about the audit going very well. The decision has been made to leave the 4th grade as a single section. Some of the teachers are meeting to discuss the best course of action to handle the large class and have the school year run smoothly. All paraprofessionals are required by the legislature to have 8 hours of training before the school year starts. There is a shortage of teachers across Minnesota and that may be a big concern for the district in the future as fewer people consider education as a career choice.
