KITTSON COUNTY BOARD PROCEEDINGS
September 19, 2023

The Kittson County Board of Commissioners met, pursuant to adjournment on September 19, 2023 at 9:00 a.m.
The meeting was called to order by Chairperson Younggren. The pledge to the flag was given.
Chairperson Younggren requested changes to the current agenda items #7 c-change from approve sending in two new positions Chief Deputy Assessor & Appraiser Trainee to DDA to hire Jenny Koskela as Interim Chief Deputy Assessor, add #7 d-approve sending in two new positions Chief Deputy Assessor & Appraiser Trainee to DDA, add #7 e-approval to advertise Appraiser Trainee with no band and grade available, #8 a-change approve to hire to approve to advertise, table #8 b-approve band & grade for CFO and Financial Assistant, #8 c-table approve to post CFO and Financial Officer Assistant in house for 2 weeks and the addition of #16 bridge resolution. A motion was made by Commissioner Gillie, seconded by Commissioner Kraulik and unanimously carried to approve September 19, 2023 amended agenda.
A motion was made by Commissioner Swenson, seconded by Commissioner Olson and unanimously carried to approve the September 5, 2023 minutes as presented.
A motion was made by Commissioner Gillie, seconded by Commissioner Swenson and unanimously carried to adopt the following resolution #23.27
COUNTY ASSESSOR APPOINTMENT
BE IT HEREBY RESOLVED that the Kittson County Board of Commissioners appoint Alyssa Gustafson as Kittson County Assessor.
BE IT FURTHER RESOLVED that the terms of employment be a four-year term at band and grade D61, Step 4, $36.72 per hour, effective September 19, 2023.
Voting in favor: Commissioners Gillie, Kraulik, Swenson, Olson and Younggren.
Voting against: None
The Oath of Office was administered to Alyssa Gustafson.
A motion was made by Commissioner Gillie, seconded by Commissioner Kraulik to approve the addition of two new positions in the Assessor’s Office. A Chief Deputy Assessor and a Appraiser Trainee.
A motion was made by Commissioner Olson, seconded by Commissioner Gillie to approve the hiring of Jenny Koskela as the Interim Chief Deputy Assessor at a C52 step 6 at $36.73 per hour.
A motion was made by Commissioner Swenson, seconded by Commissioner Olson to send in a new job description to DDA for the Chief Deputy Assessor position and the Assessor Trainee position.
A motion was made by Commissioner Gillie, seconded by Commissioner Olson to advertise for the Assessor Trainee position. Since this position hasn’t been banded and graded it will be advertised without any wage, band and grade information.
Kittson County Engineer Andrea Weleski and Assistant Engineer Keith Klegstad presented resolution bridge priority resolution for approval. The resolution contains a box culvert for County Road 55 as it’s too narrow which is in next year’s budget. The second one is a box culvert for CSAH 7, this bridge previously had no bridge number and now with the new design standards and the size of the box culvert it needs a bridge number. This is part of the process to get this bridge into the MNDOT bridge system for inspections and bonding money.
A motion was made by Commissioner Swenson, seconded by Commissioner Kraulik and unanimously carried to adopt the following resolution #23.28

WHEREAS, Kittson County has determined that the following deficient bridges on the CSAH, County Road and Township systems are a high priority and require replacement or rehabilitation within the next five (5) years, and

WHEREAS, local roads play an essential role in the overall state transportation network and local bridges are the critical component of the local road systems, and
WHEREAS, State support for the replacement or rehabilitation of local bridges continues to be crucial to maintaining the integrity of the local road systems and is necessary for the County and the townships to proceed with the replacement or rehabilitation of the high priority deficient bridges described above, and
WHEREAS, Kittson County intends to proceed with replacement or rehabilitation of these bridges as soon as possible when State Transportation Bond Funds are available,
NOW, THEREFORE, BE IT RESOLVED, that Kittson County commits that it will proceed with the design and contract documents for these bridges immediately after being notified that funds are available to permit construction to take place within one year of notification.
Voting in favor: Commissioners Gillie, Kraulik, Swenson, Olson and Younggren.

Kittson County Social Services Fiscal Officer Mary Olson presented a quote for an increase in hours for Inter-Tech to continue to try and solve the interface issues they’ve been having with SSIS. The quote is for 50 hours at $9,000.00.
A motion was made by Commissioner Gillie to accept the quote, finish the quarter and then re-evaluate this at year end to determine if an annual contract is more feasible. Commissioner Swenson seconded the motion.
Interim County Administrator/Social Services Director Kathy Johnson presented the Caring Companion Program for approval. This is a visiting program for our shut ins which is provided by Tri-Valley Opportunity Council. Our cost is $1.00 per client hour of service to cover administration costs. There isn’t a lot of cost for this program as we don’t have many volunteers here in the County. It has been very helpful for our shut ins.
A motion was made by Commissioner Gillie to approve the Caring Companion Program contract, seconded by Commissioner Kraulik.
Chair Younggren presented the bills and meal reimbursements for approval. Chair Younggren questioned the tire purchases for Pomp’s Tires. Commissioner Swenson reported he had inquired about the tires and they were three motor grader tires.
A motion was made by Commissioner Gillie to approve the bills and meal reimbursements for payment, seconded by Commissioner Swenson.

Interim CFO Shirley Swenson asked for approval to advertise for a Taxpayer Services Specialist as the last hire declined the position. A motion to approve to advertise for the position was made by Commissioner Olson, seconded by Commissioner Swenson. Chair Younggren reported the new bands and grades were received from DDA for the newly created CFO and Financial Officer Assistant positions. Placement of these positions are contingent with the hiring of a new administrator.
Swenson also presented an estimate of $375.00 from Cummins Sales & Service to assess the generator issues we’ve been experiencing. The monthly generator test has been damaging computer equipment, the elevator and our boiler system. A motion was made by Commissioner Gillie to approve the estimate from Cummins Sales & Service, seconded by Commissioner Swenson.
A motion was made by Commissioner Olson to post the Notice of Appointment to the Two Rivers Watershed as there is one opening, seconded by Commissioner Kraulik.
An estimate was received from Kroening Concrete to replace the southeast sidewalk in the amount of $6,981.25. Chair Younggren also mentioned the two front steps have large cracks in them and to get an estimate on those also. A motion was made by Commissioner Gille to approve the estimate to Kroening Concrete, seconded by Commissioner Olson.
Bryan Murphy from H2Overviewers gave a presentation and proposal on the redetermination of all County ditches. The cost would be $585,000.00 per year. It was decided to discuss the proposal further at the next workshop on September 26th. No action was taken.
Interim County Administrator Johnson attended a CPKC Rail supper and discussion over the County’s response to the train derailment. Kittson County, the fire departments, the highway department and law enforcement teams were all commended for the handling of what could have been a dire situation had there been a leak. Johnson was presented with a recognition plaque for Kittson’s response.
Committee reports were given. Commissioner Gillie attended the AMC Fall Conference and the AMC Board meeting. Discussions were about having our State legislators attend County board meetings. Utilization about Americor, NACO grants for infrastructure and the premier partners gave presentations. She also attended the Health & Human Services meeting. Commissioner Olson attended MRC which held a discussion on the cannabis bill and upcoming issues that could be associated with it. Chair Younggren attended AMC which discussed PERA mainly for fire and police and elections. Commissioner Kraulik attended the monthly MarKit meeting. Commissioner Swenson attended the Transportation Advisory Committee meeting, Sue Johnson gave good presentation about zero deaths. She is planning on giving this presentation in the schools to promote driving safety. MNDOT reported they will be putting up new signage on the roundabout south of Thief River on Highway 59 as there has been a few accidents there.
Commissioner Gillie inquired about the winter tractor lease for the courthouse. Interim Johnson has been in contact with the salesman. A lease will be presented when we receive it.
The Board met via Teams with Mark Goldberg to discuss a salary market study. He presented a list of counties to do the study against. He asked for additions or deletions. Marshall, Roseau, Red Lake, Cooke, Polk and Big Stone were added to the list along with Pembina, ND. The study will be used to create a step based system. DDA uses two methods to set up their systems. One is the JET-Job Evaluation Tool or the DAR-a decision making tool. The Board agreed to use the JET system as this complies with MN pay equity. DDA also offers an ongoing maintenance option where one third of the jobs are reviewed and updated annually. The next step will be for employees to complete a position analysis questionnaire, which their supervisor will review. Department Heads will have Interim Johnson review their questionnaires.
Commissioner Gillie made a motion to adjourn the meeting, seconded by Commissioner Swenson.
