October 3, 2023

The Kittson County Board of Commissioners met, pursuant to adjournment on October 3, 2023 at 9:00 a.m. Commissioners Kraulik and Swenson had excused absences.
The meeting was called to order by Chairperson Younggren. The pledge to the flag was given.
Additions to the agenda were presented by Chairperson Younggren: add the resolution number 23.29 to agenda item fourteen set and approve unorganized township levies and agenda item number eighteen approve and sign MOU with Local 49ers. Commissioner Gillie asked to add an item for discussion of the H2Overviewers contract. Commissioner Olson felt a full Board should be in attendance for this item. It was decided to add that item to the next meeting’s agenda. A motion was made by Commissioner Gillie, seconded by Commissioner Olson and unanimously carried to approve the agenda with additions. Motion carried.
A motion was made by Commissioner Olson, seconded by Commissioner Gillie and unanimously carried to approve the Board minutes from the September 19, 2023 Board meeting. Motion carried.
The 2024 IRS HSA contributions limits in the amounts of $4,150.00 for singles and $8,300.00 for families were presented for approval. A motion was made by Commissioner Gillie to approve the IRS HSA limits, seconded by Commissioner Olson. Motion carried.
A motion was made by Commissioner Gillie, seconded by Commissioner Olson and unanimously carried to approve the Bills and Meal Reimbursements. Motion carried.

A motion was made by Commissioner Olson, seconded by Commissioner Gillie and unanimously carried to approve the per diems and expenses. Motion carried.

The 2023 Truth and Taxation Meeting was presented for approval with the date and time of December 7, 2023 at 6:00 p.m. A motion was made by Commissioner Gillie, seconded by Commissioner Olson approve the Truth and Taxation date and time. Motion carried.
A motion was made by Commissioner Gillie to approve the internal posting for two weeks of the Chief Financial Officer and the Financial Officer Assistant while still accepting the prior applicant’s application, seconded by Commissioner Olson. Motion carried.
A motion was made by Commissioner Olson to approve advertising for a part-time janitor position, seconded by Commissioner Gillie. Motion carried.
The County had a taxpayer pay $400.00 on a property that he has no interest in. There was some confusion on the taxpayer’s part with him making the payment. A motion was made by Commissioner Olson, seconded by Commissioner Gillie to refund the taxpayer the $400.00. Motion carried.
The County had a request for a letter of support be sent to the MN Department of Natural Resources for support of the water quality of Lake Bronson. With the dam repairs taking place in the near future this would be an opportune time to address the algae issue that currently plagues the lake every summer. A motion was made by Commissioner Gillie, seconded by Commissioner Olson to send a letter of support. Motion carried.
The County was requesting bids for the removal of a tax forfeited property on Bryan Ave in the City of Hallock. Two bids were received: Weleske Improvements in the amount of $7,222.22 and Anderson Bros Construction in the amount of $13,925.00. These bids do not include the tipping fees for removal of the debris only demolition. A motion was made by Commissioner Olson to accept the bid from Weleske Improvements for $7,222.22, seconded by Commissioner Gillie. Motion carried.
A motion was made by Commissioner Olson, seconded by Commissioner Gillie, and unanimously carried to adopt the following resolution: #23-29
UNORGANIZED TOWNSHIP LEVIES
BE IT RESOLVED that the following amounts are hereby proposed to be levied for taxes payable in 2024, in the following unorganized townships in Kittson County for Road & Bridge, Fire & Ambulance purposes:
Klondike Township $ 14,519.00
McKinley Township $ 9,722.00
North Red River
Township $ 37,952.00
Peatland Township $ 5,046.00
Voting in favor: Commissioners Gillie, Olson and Younggren.
Voting against: None
A motion to approve payment to Kroening Concrete for the sidewalk and step repairs in the amount $16,651.25 was made by Commissioner Olson, seconded by Commissioner Gillie. Motion carried.
Committee reports were given. Commissioner Gillie had attended Alluma and the MN Board of Aging. There we no other committee reports to be given.
A MOU from the International Union of Operating Engineers was presented for approval.
Memorandum of Understanding
WHEREAS, The County of Kittson (“County”) and the International Union of Operating Engineers, Local 49 (“Union”) are parties to a collective bargaining agreement in effect January 1, 2021 through December 31, 2023 covering certain employees of the Highway Department, Maintenance and Engineering Division (“CBA”); and
WHEREAS, Article 7, Section 7.3 provides that the “normal working day” (excluding four-day,10-hours a day work weeks during the summer) for bargaining unit employees is 8:00 a.m. to 4:30 p.m.; and
WHEREAS, bargaining unit employees in the Maintenance Department have been working a 7:00 a.m. to 3:30 p.m. work day and the County and Union desire to extend this work day through December 31, 2023.
NOW, THEREFORE BE IT RESOLVED AND STIPULATED that the parties with the intent to be legally bound agree as follows:
1.  Bargaining unit employees in the Maintenance Department shall work a 7:00 a.m. to 3:30 p.m. work day through December 31, 2023 at which time this Memorandum of Understanding will expire and sunset.
2.  This Memorandum of Understanding shall become effective as of the date of its full and complete execution.
A motion was made by Commissioner Gillie to approve the MOU, seconded by Commissioner Olson. Motion carried.
Jamie Osowski asked if there were any updates with the Wagon Wheel Ridge’s situation. The Board had no new information at this time.
A motion was made by Commissioner Gillie to adjourn the meeting, seconded by Commissioner Olson. Motion carried.
