LANCASTER SCHOOL BOARD PROCEEDINGS
The Lancaster School Board met in regular session on Thursday, November 8, 2018, at 7:00 p.m. in the district office.  The following members were present: Diamond, Hanson, Jerome, Nelson and Nordin.  Also present were Supt. Hunstad, Teacher Rep. Krystal Peterson and Mendy Coffield.
Chairperson Diamond called the meeting to order and took roll call.  The Pledge of Allegiance was recited by those in attendance.
The agenda was approved on a motion by Hanson, second by Jerome.  UC.
On a motion by Hanson, second by Nordin, the consent agenda was approved as presented.   UC.  Items included:
• The minutes of the October 24, 2018, regular meeting were approved.
• Electronic Funds Transfers (EFTs) in the amount of $84,338.52.   Payroll EFTs in the amount of $104,355.87, and monthly bills for June in the amount of $44,488.36.  Check numbers 39710-39749.
• The Budget Comparison and Treasurer’s reports were reviewed.
• The current revenue totals by fund were reviewed.
EXTRACT OF MINUTES OF MEETING OF THE SCHOOL BOARD
OF INDEPENDENT SCHOOL DISTRICT NO. 356
(LANCASTER) STATE OF MINNESOTA
Pursuant to due call and notice thereof, a regular meeting of the School Board of Independent School District  No.  356 (Lancaster), State of Minnesota,  was  duly held  in said school district on November 8, 2018, at 7:00 o’clock in the evening,  for the purpose,  in part, of canvassing a general election.
The following members were present: Diamond, Hanson, Jerome, Nelson and Nordin.
and the following were absent: None.
Member Hanson moved the adoption of the following resolution:
RESOLUTION CANVASSING
RETURNS OF VOTES
OF SCHOOL DISTRICT 356
GENERAL ELECTION
On a motion by Hanson, second by Nordin, and carried: BE IT RESOLVED by the School Board of Lancaster School District 356, State of Minnesota, as follows:
1. It is hereby found, determined and declared that the general election of the voters of this school district held on November 6, 2018, in conjunction was in all respects duly and legally called and held.
2. As specified in the attached Abstract and Return of Votes Cast on the election of three school board members for a four-year term on the board caused by expiration of term on the first Monday in January next following the general election as follows:
Four-year term:
Jason W. Langerud – 351
Bradley K. Homstad – 314
Lacey Lupien – 313
Chris Jerome – 251
Write-Ins: 11
3. Candidates Jason W. Langerud, Bradley K. Homstad, and Lacey Lupien, having received the highest number of votes, are elected to four-year terms beginning on the first Monday in January 2019.
4. As specified in the attached Abstract and Return of Votes Cast on the election of one school board member for a two-year term on the board caused by the resignation of Jim Scalese effective August 13, 2018, as follows:
Two-year term:
Justin Peterson – 426
Write-Ins – 16
5. Candidate Justin Peterson, having received the highest number of votes, is elected to the two-year term beginning November 16, 2018. (Seven days following the public contestation period of the canvassed results.)
6. The school district clerk is hereby authorized to certify the results of the election to the county auditor.

On a motion by Hanson, second by Diamond and carried: Be It Resolved, that the Board of Education of Independent School District 356, transfers Andrea Sele from 2nd Grade Teacher to Title I Teacher effective November 12, 2018.
On a motion by Hanson, second by Nordin and carried:  Be It Resolved, that the Board of Education of Independent School District 356, hires Anna Woinarowicz as the Elementary Teacher effective November 12, 2018, part-time until January 2, 2019, full-time.  BA-0
On a motion by Hanson, second by Nordin and carried:  Be It Resolved, that the Board of Education of Independent School District 356, approves the final reading of Policies: #401 Equal Employment Opportunity, #413 Harassment and Violence, #413 Harassment & Violence Form, #419 Tobacco-Free Environment, #421 Gifts to Employees and School Board Members, as presented by Supt. Hunstad.
On a motion by Hanson, second by Nordin and carried:  Be It Resolved, that the Board of Education of Independent School District 356, approves the first reading of Policies: #404 Employment background Checks, #406 Public and Private Personnel Data, #414 Form: Student Maltreatment Reporting Form, #418 Drug-Free Workplace/Drug-Free School, #423 Employee-Student Relationships, #424 License Status, #427 Workload Limits for Certain Special Education Teachers as presented by Supt. Hunstad.
On a motion by Hanson, second by Nordin and carried:  Be It Resolved, that the Board of Education of Independent School District 356, approves the Custodian Designations, Officer and Advisor List for the Student Activity Funds for the 2018/19 school year.
On a motion by Hanson, second by Diamond and carried: Be It Resolved, that the Board of Education of Independent School District 356, approves the Student Activity Fundraisers for the 2018/19 school year, and also reviews the Fundraisers completed to date.
On a motion by Hanson, second by Nelson and carried: Be It Resolved, that the Board of Education of Independent School District 356, approves the Student Activity Fund balances as of October 31, 2018.
On a motion by Hanson, second by Jerome and carried: Be It Resolved, that the Board of Education of Independent School District 356, approves the 2018/19 Field Trip Log as presented.
Supt. Hunstad presented the Administrative Report:
a. The Community Education Annual Report was reviewed.
b. The 2019 MSBA Conference will be in January of 2019.  The new board members will need to consider this for Phase I and II training.
c. $400,000 was transferred to a Certificate of Deposit at United Valley Bank.
Region 1 needs board members.  If anyone is interested, please see Mr. Hunstad.
d. The KCC Sports Cooperative Advisory Board met this past week and had good discussion on fall and winter sports and also the Cheer Team.
e. The City of Lancaster is interested in gifting the lots on the southeast side of the football practice field to Lancaster School.  Hanson commented that the City will act on this at their November meeting, and Lancaster School can then act on it in December.
The next regular board meeting will be held on Wednesday, December 19th at 7:00 pm.
