Lancaster School Board Proceedings August 21, 2019 meeting

The Lancaster School Board met in regular session on Wednesday, August 21, 2019, at 8:00 p.m. in the district office.  The following members were present:  Homstad, Langerud, Lupien, Nordin and Peterson.  Also present were Supt. Shannon Hunstad, Teacher Rep. Mallory Bernstrom, Kittson County Enterprise Anna Jauhola, and Mendy Coffield.   Absent: Diamond.
Vice Chairperson Nordin called the meeting to order and took roll call.  The Pledge of Allegiance was recited by those in attendance.
The agenda was approved on a motion by Homstad, second by Langerud.  UC.
On a motion by Langerud, second by Homstad, the consent agenda was approved as presented.   UC.  Items included:
•    The minutes of the July 17, 2019, regular meeting were approved.
•    Electronic Funds Transfers (EFTs) in the amount of $39,525.71.   Payroll EFTs in the amount of $17,266.77, and monthly bills in the amount of $225,505.15.  Check numbers 40090-40175.
•    The Budget Comparison and Treasurer’s reports were reviewed.
•    The current revenue totals by fund were reviewed.
Discussion was held on the bus routes.  New students have enrolled over the past few weeks who live a few miles off of the current routes.  The routes have been re-worked.  All four routes will depart at 6:30 a.m., and will be a full 3 hours a day.  This still will not cover all of the families.  The options include to discontinue the town routes, or to add a suburban route to the Karlstad area.  The suburban route would only require a Type III license, not a school bus license.  Adding the suburban route would give us some time to see how the route times line up.
On a motion by Homstad, second by Lupien, and carried: Be It Resolved, that the Board of Education of Independent School District 356, approves the addition of a suburban Type III route at the rate of $20.00 per hour.
On a motion by Peterson, second by Langerud, and carried: Be It Resolved, that the Board of Education of Independent School District 356, approves Jim Scalese’s Activities Director contract for 2019/20 and 2020/21 school years as presented.
On a motion by Langerud, second by Lupien, and carried: Be It Resolved, that the Board of Education of Independent School District 356, hires Alana Scalese as Concessions Advisor effective for the 2019/20 school year.
On a motion by Nordin, second by Homstad, and carried: Be It Resolved, that the Board of Education of Independent School District 356, hires Alana Scalese as FCCLA Advisor effective for the 2019/20 school year.
On a motion by Peterson, second by Lupien, and carried: Be It Resolved, that the Board of Education of Independent School District 356, hires Becky Rice as Student Council Advisor effective for the 2019/20 school year.
On a motion by Langerud, second by Peterson, and carried: Be It Resolved, that the Board of Education of Independent School District 356, accepts the resignation of Lauren Stang as Paraprofessional effective immediately.
On a motion by Nordin, second by Peterson, and carried: Be It Resolved, that the Board of Education of Independent School District 356, sets the various substitute positions per Supt. Hunstad’s recommendation: Teacher Sub $110 per day 2019/20, $115 per day 2020/21.  The Substitute Para, Cook, Custodian, and Office positions salaries will be based off the Non-Certified Salary Schedule, Para, Step 2: $12.86 per hour.  The Substitute Bus Driver will be based off the Non-Certified Salary Schedule, Bus Driver, Step 4: $30.72 per hour.  Abstain: Homstad (Teacher Sub) Abstain: Lupien (Para Sub).
The annual HIPAA TRAINING has been added into the Employee Handbook and will be reviewed in September.
On a motion by Peterson, second by Nordin, and carried: Be It Resolved, that the Board of Education of Independent School District 356, approves the Final Reading of Policies: #602 Organization of School Calendar and School Day, #611 Home Schooling, #707 Transportation of Public School Students, #708 Transportation of Nonpublic School Students, #722 Public Data Requests
On a motion by Nordin, second by Langerud, and carried:  Be It Resolved, that the Board of Education of Independent School District 356, approves the First Reading of Policies: #614 School District Testing Plan & Procedure (documentation of testing monitors must be kept for 2 years), #620 Credit for Learning, #713 Student Activity Accounting, #903 Visitors to School District Buildings and Sites.
Nordin inquired about Trap Shooting.  He was contacted by a parent regarding this.  We have had some homeschool students participate with Roseau in the past.  Supt. Hunstad recommended they contact him and Jim Scalese if they wish to pursue this further.  It is not a MSHSL activity.
XIII.    a. Administrative Report:
Board meeting schedule review: (on google sheet)/TRUTH IN TAXATION
Supt. Hunstad presented the Administrative Report:
1.    The September through December board meeting dates were reviewed.
Be It Resolved, that the Board of Education of Independent School District 356, sets the date for the Truth In Taxation meeting to be December 18, 2019, at 7:00pm in the Supt. Office.
2.    Enrollment numbers were reviewed.   We have had nine students enroll in the past few weeks.  Given the needs, we may need to hire two full-time paraprofessionals instead of one full and on part-time.  Five applicants are coming in tomorrow for interviews.
3.    The Teacher Master agreement has been sent into MSBA for review.
4.    The Staff trainings and the staff meeting agenda for workshops were discussed.   Hunstad went into detail on the workshop that he attended on school shootings.
5.    The Fall Open House Schedule was shared.
6.    Supt. Hunstad hired Knutson, Flynn and Deans to handle the ULA situation.
7.    Supt. Hunstad requested the Board work on their top five priorities for the Strategic Plan.  The staff will do this as well.  A work session might be needed this fall to finalize this plan.
The next regular board meeting will be held on Wednesday, September  18th  at 8:00 pm.
