MINUTES OF THE REGULAR MEETING
OF THE HALLOCK CITY COUNCIL
MONDAY, SEPTEMBER 9, 2019
CALL TO ORDER:
Mayor Dave Treumer called the Regular Meeting of the Hallock City Council to order at 5:34 p.m. on September 9, 2019. Those Present: Mayor Dave Treumer, Naomi Larson, Jennifer Peterson, Kevin Waller, and Mike Totleben. Members absent: None.
Also, Present: City Deputy Clerk Kendra Johnson, Utility Superintendent Dan Larson, Margie Holmgren of the Kittson County Enterprise, Jeff Langan of Houston Engineering, Fire Chief Kevin Klein, Jodi Johnson, Kalli Peterson, David Kaul, and Thomas Lanctot.
APPROVE AGENDA:
Councilor Totleben moved to approve the agenda as presented. The motion was seconded by Councilor Waller and carried unanimously.
APPROVAL OF MINUTES:
Councilor Larson moved to approve the Minutes of the Regular Hallock City Council Meeting of August 5, 2019 as written. The motion was seconded by Councilor Peterson and carried unanimously.
Fall Fest:
Jodi Johnson and Kalli Peterson would like to hold a fundraiser for the Hallock City Pool on, Sunday, October 27, 2019 at the Hallock Fire Hall. There will be kids’ games, kiddie parade from the water tower to the Assembly of God Church (weather pending), used shoe drive, french fry feed, pumpkin carving, and monster dash. They would like to temporarily close a couple streets, maybe the road to the pool from the fire department at dusk for the monster dash.
FISCAL ISSUES:
Approval of Bills:
Mayor Treumer and Councilor Totleben reviewed bills.
Motion by Councilor Totleben to authorize payment of City bills in the amount of $260,393.97, General fund, checks #11019 to11075, ACH and EFT transactions totaling $3073.71; which includes a transfer of $60,609.65 to the payroll account to cover wages, taxes and benefits. Mention of two bills that will be paid by 9/15/19 to LMC for insurance in the amount of $61,975.00 it will be included in the next check register summary. The motion was seconded by Councilor Larson and carried unanimously.
Mayor Treumer and Councilor Totleben will review bills for the October 7, 2019 meeting.
Set budget meeting for September 23, 2019 at 5:30 pm.
Review and Approve Delinquent Garbage Assessments
Council reviewed the list of delinquent garbage accounts.
Councilor Totleben moved to approve the list of delinquent garbage assessments as indicated on the list. The motion was seconded by Councilor Waller and carried unanimously.
Sanitation Agreement will be tabled until October meeting once the council is able to review the franchise agreement and the city ordinance.
Personnel Committee updates:
There are around 10 applicants so far for the City Clerk-Administrator-Treasurer position. The posting for the position closes at 11:59 on 9-15-19. They will take a closer look after the deadline and start setting up interviews.
Delinquent City Bills
Letters were sent out the beginning of August and all but one has contacted the city.
FIRE DEPARTMENT:
Kevin mentioned he would like to do a full-year resolution at the beginning of the 2020 year that would accept donations for the training funds for the fire department.
Kevin feels the department is ok with air packs as of right now, maybe in another 10 years they will need more or replacing some. They would like to look into high visibility reflective jackets to be used for accidents.
The council would like to look into what the proper steps are to condemn houses to demolish unsafe abandoned houses.
Motion by Councilor Larson to approve Resolution 2019-13 Accepting Donations from Fireman’s Relief.  Motion seconded by Councilor Peterson and carried unanimously.
POLICE / PARKS DEPARTMENT:
No report
AIRPORT:
There was a walk through done on August 22, 2019 with KLJ engineer Bryan Jacobson. There were a few things that MAK construction still needed to clean up and fix but were aware of it. There were a few motors for hangar doors that arrived from the supplier that needed to be replaced because they were not functioning properly and had to finish up some trim work and electrical wiring.
UTILITY DEPARTMENT
Superintendent Dan Larson reported he met with Bob Leduke came and looked over the pool equipment. They discussed filter options and they will have to figure out a few more costs. Utility department will remove all the sand from the filter using a vac truck and cut it out.
Clean up at property to remove brush as it has become a bit of a health concern as rodents and varmints start to move in. A rat was seen nearby on the east side of the house. The city will bill for the labor and equipment use.
Arrange to look into condemning houses what the correct process to go about that and get those cleaned up to prevent kids/fire department from going in and getting hurt.
OLD BUSINESS:
Jeff Langan, Houston Engineering
Langan reported on the progress of the Dam Project. The Dam safety want assurance that existing spillway is a durable spillway, meaning frequent flow with no erosion.
Runout issues: Fixed Elevation we are proposing for this dam. They have concerns that it’s being raised from where it historically has been. Langan said they have plans and will take more time and reassure what we are doing will be okay there shouldn’t be issues with the flood plain.
OTHER BUSINESS:
Resolution 2019-14 Land purchase for Robert Carr
Motion by Councilor Peterson to approve sale of 3 city lots, Lots 10, 11, and 12 of blk 6 in the southeast addition to Robert Carr for $7500 with the $7500 to be refunded when he breaks ground. The motion was seconded by Councilor Larson and carried unanimously.
Council Roundtable
ADJOURNMENT:
There being no further business, Councilor Larson moved to adjourn the Regular Meeting of the Hallock City Council of September 9, 2019. The motion was seconded by Councilor Totleben and carried unanimously. The meeting adjourned at 7:54 p.m.

OF THE HALLOCK CITY COUNCIL
MONDAY, SEPTEMBER 23, 2019
CALL TO ORDER:
Mayor Dave Treumer called the Special Meeting of the Hallock City Council to order at 5:33 p.m. on September 23, 2019. Those Present: Mayor Dave Treumer, Naomi Larson, Jennifer Peterson, Kevin Waller, and Mike Totleben. Members absent: None.
Also, Present: City Deputy Clerk Kendra Johnson and Margie Holmgren of the Kittson County Enterprise
APPROVE AGENDA:
Councilor Larson moved to approve the agenda with one correction. The motion was seconded by Councilor Totleben and carried unanimously.
APPROVAL OF MINUTES:
Councilor Totleben moved to approve the Minutes of the Special Hallock City Council Meeting of August 15, 2019 as written. The motion was seconded by Councilor Larson and carried unanimously.
Appoint Acting City Clerk
Councilor Peterson motioned to appoint Kendra Johnson as Acting City Clerk. The motion was seconded by Councilor Waller and carried unanimously.
Update Banking Privileges
Councilor Waller motioned to remove Angela Grafstrom from all city accounts and banking accounts. Approve Kendra Johhnson as System Administrator for online banking. The motion was seconded by Counsilor Larson and carried unanimously.
Carr Construction
Moved by Councilor Peterson to approve Robert Carr Zoning Permit 2019-14 to build Duplex, single level housing. This motion was seconded by Councilor Totleben and carried unanimously.
Resolution to Accept Donation
Motion by Councilor Waller to approve Resolution 2019-15 Accepting Donations from Fireman’s Relief.  Motion seconded by Councilor Peterson and carried unanimously.
Gambling Permit
Motion by Councilor Totleben to approve Gambling Permit for Deer Hunters Banquet Nov 2, 2019.  Motion seconded by Councilor Waller and carried unanimously.
Review and Set Budget for 2019
Council conducted a working meeting to review and establish a budget to be certified to the county by September 23, 2019.
Councilor Waller motioned to certify a levy amount of $191,128 with the option to lower if necessary, to the county as the general government levy. The motion was seconded by Councilor Peterson and carried unanimously.
Set TNT Meeting
Councilor Peterson made a motion to Set Truth and taxation meeting for December 2, 2019 at 6:00pm the City Hall. The motion was seconded by Councilor Totleben and carried unanimously.
ADJOURNMENT:
There being no further business, Councilor Waller moved to adjourn the Special Meeting of the Hallock City Council of September 23, 2019. The motion was seconded by Councilor Larson and carried unanimously. The meeting adjourned at 6:47 p.m.
