Two Rivers Fish Passage Restoration and Habitat Enhancement Project
City of Hallock, Minnesota

The City of Hallock will receive sealed bids for the construction of the Two Rivers Fish Passage Restoration and Habitat Enhancement Project until 2:00 PM local time on the 1st day of October 2020, at Hallock City Hall, 163 3rd St SE, Hallock, MN 56728, after which time they will be publicly opened and read. Sealed bids shall be delivered to Aimee Sugden, City Administrator. Contract award will be based on the lowest and/or best qualified responsible Bidder, ability to complete the work within the specified time frame, or at the discretion of the Owner. The Owner reserves the right to reject any or all Proposals or to waive any informality or technicality in any Proposal in the interest of the Owner. The Owner reserves the right to hold all bids for a period of seventy (70) days after the date of opening thereof.
Before submitting a proposal, bidders shall carefully examine the drawings, read the specifications and the other contract documents, shall visit the site of work and shall fully inform themselves as to all existing conditions and limitations.
Minnesota Prevailing Wages apply.
The scope of work consists of the following major items and approximate quantities:
4,800 CY Random Riprap, Class II
7,000 CY Random Riprap, Class V
2,900 LF Rock Weir
1 LS Remove Miscellaneous Structures
1,350 SF Bridge Slab Concrete (3Y42-M) (P)
215 CY Prestressed Concrete Beams MN54 (P)
1,440 LF Steel H-Piling 12”
And other items.
Funding for this project was provided from the Outdoor Heritage Fund, as appropriated by the Minnesota State Legislature.
The City will hold a Pre-Letting Conference to discuss any questions regarding this Contract. The City encourages all interested parties to attend. The meeting will take place at City Hall in Hallock, MN on Monday, September 21st at 1:00pm.

Copies of the plans and specifications may be obtained online at www.houstoneng.com under the “Bid Info” section, for a fee of $50.00. Paper copies of the plans and specifications may be obtained from the office of Houston Engineering, Inc., 1401 21st Avenue North, Fargo, ND 58102, upon payment of $100.00, non-refundable.
Bids must be accompanied by a Certified Check or a Bidder’s Bond made payable to the City of Hallock, in the amount of 5% of the full amount of the bid as a guaranty that the Bidder, if successful, will enter into Contract and furnish appropriate Contractor’s Bonds in the full amount of the Bid.
All contract work must be completed by July 31, 2022.
