LANCASTER SCHOOL BOARD PROCEEDINGS

The Lancaster School Board met in regular session on Wednesday, June 23, 2021, at 6:00 p.m. in the Superintendent’s office. The following members were present: Diamond, Homstad, Langerud, Lupien, Nordin and Peterson. Also present were Supt. Shannon Hunstad, Dean Nicole Thompson, Teacher Rep. Jamie Winterland, Kittson County Enterprise reporter Anna Jauhola, and Mendy Coffield.
Chairperson Diamond called the meeting to order and took roll call. The Pledge of Allegiance was recited by those in attendance.
Dean Thompson spoke on behalf of Becky Rice. Rice had submitted a letter in regards to the Cheer Team becoming an official sport, but was unable to attend. Rice will appear at the July meeting to represent herself.
On a motion by Nordin, second by Peterson, the agenda was approved as presented.
On a motion by Homstad, second by Langerud, the consent agenda was approved as presented. Items included:
• The minutes of the May 19, 2021, regular meeting minutes were approved.
• Electronic Funds Transfers (EFTs) in the amount of $167,784.74.
• Payroll EFTs in the amount of $239,535.50.
• Credit Card EFTs in the amount of $6,226.27.
• Monthly bills for the regular and the activity account in the amount of $68,609.22. Check numbers 41216-41252.
• The Budget Comparison and Treasurer’s reports were reviewed.
On a motion by Diamond, second by Lupien, and carried: Be It Resolved, that the Board of Education of Independent School District 356, adopts the tentative budget for the 2021/22 school year as stated below:

On a motion by Peterson, second by Nordin, and carried: Be It Resolved, that the Board of Education of Independent School District 356, approves that effective July 1, 2021, the fund balance and the specific purposes for which they are committed are as follows:

On a motion by Nordin, second by Homstad, and carried: Be It Resolved, that the Board of Education of Independent School District 356, approves the School Health Service Agreement with the Kittson Memorial Home Healthcare Service in the amount of $7,363.74 for the 2021/22 school year.
On a motion by Diamond, second by Nordin, and carried: Be It Resolved, that the Board of Education of Independent School District 356, calls for milk bids for the 2021/22 school year.
On a motion by Peterson, second by Langerud, and carried: Be It Resolved, that the Board of Education of Independent School District 356, approves the sale of the existing Model Razor 20B Scrubber to the City of Lancaster for $1.00.
Discussion was held on the handwashing stations. They were offered to the City of Lancaster, but they are not interested. The City was in favor of allowing us to put one in the athletic complex as long as we maintain it. The Board was in favor as well.
Greenworks Landscaping & Fence Company came and measured the playground area for the chain link fence. It was extended to the old football goal post area, increasing to 355 feet, and a gate was added in the middle. The PTCO and Legion Gambling funds plan to assist is paying for the fence.
On a motion by Langerud, second by Peterson, and carried: Be It Resolved, that the Board of Education of Independent School District 356, approves the updated playground fence bid of $13,465 to include a total of 355 feet with a gate in the middle.
On a motion by Nordin, second by Homstad, and carried: Be It Resolved, that the Board of Education of Independent School District 356, calls for bids on the sale of the existing Dayton Model 3W956B generator.
On a motion by Lupien, second by Langerud, and carried:Be It Resolved, that the Board of Education of Independent School District 356, effective July 1, 2021, approves the MDE External User List as presented and also approves the IoWA designation as presented by Supt. Hunstad. The complete resolution is on file in the district office.
Primary EDIAM IOwA: (for the month of July) Shannon Hunstad, , EDIAM user ID to act as the Identified Official with Authority (IOwA) for Lancaster School District #356.
Secondary EDIAM IOwA: Melinda Coffield, Business Manager, , EDIAM user ID to act as the Identified Official with Authority (IOwA) for Lancaster School District #356.
On a motion by Langerud, second by Nordin, and carried: Be It Resolved, that the Board of Education of Independent School District 356, approves the resignation of Julie Nordin as Lego League Advisor.
Supt. Hunstad noted there is a staff member interested and that will be handled in July.
On a motion by Langerud, second by Nordin, and carried: Be It Resolved, that the Board of Education of Independent School District 356, approves the renewal for membership with the Minnesota State High School League for various activities for the 2021/22 school year. The complete resolution is on file in the district office.
Supt. Hunstad presented his final Administrative Report:
a.  he six graduates all submitted their COVID 2021 Scholarship forms for $1,500 each.
b. Summer Rec. is underway. Everything is running smoothly and it has worked out well to have three coaches instead of two to help cover games, refs, and Thursdays (golf).
c. There are a number of summer projects on the list. The custodians are working through them. The Parking Lot / Bus Loading Zone project will begin on Tuesday. Anderson Brothers will also replace the manhole when they tear out the old sidewalk.
d.  The TC Energy grant was approved for $5,000.
e.  The Safe Schools Levy will be used for more door keypads.
f.  A spreadsheet showing the various grants / funding sources was reviewed.
g.  The Return to School 2021/22 Survey results were reviewed. The ESSER III Survey is open until June 25th and will be reviewed at a later time. The ESSER III funds are available until 2023.
h.  Substitute personnel expenditures were up in 2020/21 = $127,195. Prior years: 2019/20=$43,241, 2018/19=$63,186. COVID was definitely a factor.
i.  Board Members were asked to complete their Semi-Annual Pay Vouchers.
j.  The July Board meeting time was set for 6:00am.
Homstad asked that the September Board meeting be moved to the 23rd or 24th. The Board will finalize the date and time in July for the September meeting.
Supt. Hunstad read aloud a thank you to the board. He noted he knows this school/community will continue to do great things.
The Board thanked him for his 5 years at Lancaster School.
The next regular board meeting will be held on Wednesday, July 28, 2021, at 6:00 a.m.
Diamond adjourned the meeting at 6:54 p.m.
