August 3, 2021
The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, August 3, 2021 at 9:00 a.m. All members were present.
The meeting was called to order by Chairperson Gillie. The pledge to the flag was given.
A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to approve the agenda.
A motion was made by Commissioner Younggren, seconded by Commissioner Kraulik and unanimously carried to approve the meeting minutes from July 20, 2021.
A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to recess the Kittson County Board of Commissioners Meeting. Roseau County Commissioner Daryl Wicklund joined the meeting; the State Ditch 50 Joint Drainage Authority meeting was called to order by Chair Gillie. Chair Gillie opened the public hearing and called for comment; no public comment was received. A motion was made by Commissioner Wicklund, seconded by Commissioner Olson and unanimously carried to approve the findings and order directing the Two Rivers Watershed District to takeover State Ditch 50. A motion was made by Commissioner Olson, seconded by Commissioner Kraulik and unanimously carried to adjourn the State Ditch 50 Joint Drainage Authority meeting. A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to reconvene the Kittson County Board of Commissioners Meeting.
County Engineer Andrea Weleski presented a MNDOT grant agreement for funding to assist with the replacement of Bridge 35J59 on CSAH 1. A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to approve the following resolution: #21-27
MINNESOTA STATE
TRANSPORTATION FUND GRANT
WHEREAS, Kittson County has applied to the Commissioner of Transportation for a grant from the Minnesota State Transportation Fund for construction of Bridge No. 35J59 ; and
WHEREAS, the Commissioner of Transportation has given notice that funding for this project is available; and
WHEREAS, the amount of the grant has been determined to be $144,008.00 by reason of the lowest responsible bid.
NOW, THEREFORE, BE IT RESOLVED that the Kittson County Board of Commissioners does hereby agree to the terms and conditions of the grant consistent with Minnesota Statutes, section 174.50, and will pay any additional amount by which the cost exceeds the estimate, and will return to the Minnesota State Transportation Fund any amount appropriated for the bridge but not required. The proper county officers are authorized to execute a grant agreement and any amendments thereto with the Commissioner of Transportation concerning the above-referenced grant.
BE IT FURTHER RESOLVED that whereas federal-aid funds are being used to participate in the cost of the bridge, the Minnesota State Transportation Fund grant shall be deposited directly into the federal-aid agency account and that the records of the County shall so state.

A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to approve the legal services agreement with Rinke Noonan for Proposal Option 1 as outlined in the agreement.
A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to authorize staff to proceed with the sale of county-owned parcel 16.0050520.
A motion was made by Commissioner Younggren, seconded by Commissioner Kraulik and unanimously carried to approve the 2022 – 2024 Agreement between the University of Minnesota and Kittson County for providing local Extension programs.
County Administrator Dillon Hayes and Chair Gillie provided a summary of recent discussions regarding the provision of abstracting services by County Recorder Kristi Hultgren. Discussion took place with regards to the juxtaposition of customer service and legal issues associated with the current model. No decision was made, and the item was referred to the Personnel Committee for further discussion.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the following resolution: #21-28
COUNTY VETERANS SERVICE OFFICE OPERATIONAL ENHANCEMENT GRANT PROGRAM
BE IT RESOLVED by the Kittson County Board of Commissioners that the County enter into the attached Grant Agreement with the Minnesota Department of Veterans Affairs (MDVA) to conduct the following Program: County Veterans Service Office Operational Enhancement Grant Program. The grant must be used to provide outreach to the county’s veterans; to assist in the reintegration of combat veterans into society; to collaborate with other social service agencies, educational institutions, and other community organizations for the purposes of enhancing services offered to veterans; to reduce homelessness among veterans; and to enhance the operations of the county veterans service office, as specified in as specified in Minnesota Statutes 197.608 and Minnesota Laws 2021, 1st Special Session, Chapter12, Article 1, Section 37, Subdivision 2. This Grant should not be used to supplant or replace other funding.
BE IT FURTHER RESOLVED by the Kittson County Board of Commissioners that Wayne Jacobson, County Veterans Service Officer, be authorized to execute the attached grant contract for the aforementioned Program on behalf of the County.
WHEREUPON the above resolution was adopted at a regular meeting of the Kittson County Board of Commissioners held on the 3rd day of August, 2021.

A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to approve meal reimbursements and payment of the following amounts, with a detailed listing maintained on file in the Finance Office:

A motion was made by Commissioner Kraulik, seconded by Commissioner Olson and unanimously carried to approve per diems and expense sheets.

A motion was made by Commissioner Olson, seconded by Commissioner Kraulik and unanimously carried to adjourn the meeting.
The Board adjourned to August 17, 2021 at 9:00 a.m.
