KITTSON COUNTY BOARD PROCEEDINGS
October 19, 2021

The Kittson County Board of Commissioners met, pursuant to adjournment, on Tuesday, October 19, 2021 at 9 a.m. The following members were present; Commissioners Gillie, Younggren, Kraulik, Olson, Johnson and County Administrator Brian Buhmann.
The meeting was called to order by Chairperson Gillie, the pledge to the flag was given.
A motion was made by Commissioner Younggren, seconded by Commissioner Kraulik and unanimously carried to approve the agenda with noted changes.
A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to approve the meeting minutes from September 7, 2021.
Kathy Johnson, Social Services met with the Board on three items. Johnson announced offering the open front desk position to Twyla Preble Grade B22, Step 1, $19.91/hour, 37.5/ week, with a start date of November 1, 2021. A motion was made by Commissioner Younggren, seconded by Commissioner Kraulik and unanimously carried to approve hiring Twyla Preble.
Johnson presented a Participation Agreement with Equifax which is under a state contract to conduct the job verifications of employment and income for determining public assistance eligibility and benefits. A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to approve the agreement. The Tri-Valley Transportation contract was presented to the Board by Johnson which sets the 2022 minimum standards for riding the public transportation of $2/per ride. A motion was made by Commissioner Younggren, seconded by Commissioner Olson and passed unanimously to approve the contract as presented.
Kesley Keining, Juvenile Detention Alternative Initiative Coordinator of the Northwest Region presented an update of the youth diversionary projects currently offered in the northwest region of Minnesota as an alternative to sending a youth to a detention center. Initially covered through grant funding, the initiative will be seeking county contributions next summer as the grant funds end. The funding request for participating Counties is estimated to be $8,000.00.

A motion was made by Commissioner Olson, seconded by Commissioner Kraulik to approve the extension of Family Medical Leave to 16 weeks for eligible employee, passed unanimously.
A motion was made by Commissioner Johnson, seconded by Commissioner Olson and passed unanimously to authorize the County administrator to have access to accounts held with American Federal Bank.
Administrator Buhmann presented to the Board a recommendation to pull the Noyes Property off of the sale list in order to have the property reassessed due to improvements and maintenance up-keep expenses. He discussed bringing new value to the November 2, 2021 Board meeting. A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to approve pulling the property off the sale’s list.
Administrator Buhmann lead a discussion on Ditch levies and shared informational spreadsheet on ditches with the Board. He encouraged the Commissioners to begin meeting with County Engineer Andrea Weleski who is also appointed the ditch inspector to discuss the upcoming levies.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the renewal of the Group Medicare Insurance Plan.
A motion made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to appoint Board Chair Theresia Gillie as the voting delegate and Administrator Buhmann the alternate to the MCIT Annual Board meeting.
Administrator Buhmann announced posting notice for opening in the Roseau Watershed District for Board of Managers.
Board Committee reports were given.
A motion was made by Commissioner Olson, seconded by Commissioner Younggren and passed unanimously to adjourn the meeting at 10:27 a.m.
