KITTSON COUNTY BOARD PROCEEDINGS
May 4, 2021
The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, May 4, 2021 at 9:00 a.m. All members were present.
The meeting was called to order by Chairperson Gillie. The pledge to the flag was given.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the agenda with the addition of item 15 regarding approval of the Two Rivers Plus One Watershed One Plan.
A motion was made by Commissioner Olson, seconded by Commissioner Kraulik to approve the meeting minutes from April 20, 2021.
A motion was made by Commissioner Younggren, seconded by Commissioner Johnson and unanimously carried to approve payment of the following amounts, with a detailed listing maintained on file in the Finance Office:

A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to approve per diems and expense sheets.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to set a public hearing date of June 1, 2021 at 9:00 to consider the county fee schedule.
A motion was made by Commissioner Johnson, seconded by Commissioner Kraulik and unanimously carried to authorize staff to provide for the removal and sale of salvaged materials from the structure on tax-forfeited property PID R26.2254900.
A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to approve the proposed amendment of Article 3 of the Personnel Policy, and table the proposed amendment of Article 2.
A motion was made by Commissioner Younggren, seconded by Commissioner Kraulik and unanimously carried to close the meeting for the evaluation of County Administrator Dillon Hayes pursuant to Minnesota Statute 13D.05.
A motion was made by Commissioner Johnson, seconded by Commissioner Younggren to open the meeting.
Kittson County Hospice Administrator Patti Swanson was present to provide an annual report on Hospice operations.
Committee Reports were given.
Administrator Hayes provided a summary of recent correspondence.
A motion was made by Commissioner Johnson, seconded by Commissioner Kraulik and unanimously carried to adjourn the meeting.

The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, May 18, 2021 at 9:00 a.m. All members were present.
The meeting was called to order by Chairperson Gillie. The pledge to the flag was given.
A motion was made by Commissioner Johnson, seconded by Commissioner Kraulik and unanimously carried to approve the agenda with the addition of a summary of the County Administrator’s performance review.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the meeting minutes from May 4, 2021.
A motion was made by Commissioner Younggren, seconded by Commissioner Johnson and unanimously carried to approve hiring Jagger Olson, Zachary Pastir, Kyler Coffield, and Morgan Praska for the position of Seasonal Highway Maintenance Worker at $15.00, $14.50, $12.50, and $12.00 per hour, respectively; and Lauren Klein for the position of Seasonal Watercraft Inspector at $12.00 per hour.
Assistant County Engineer Keith Klegstad and County Engineer Andrea Weleski presented quotes for pavement striping services. A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to approve the low quote of $49,073.75 from Traffic Marking Services, Inc.
Assistant County Engineer Klegstad and County Engineer Weleski presented bids received for mill and overlay project SAP 035-614-012. A motion was made by Commissioner Younggren, seconded by Commissioner Kraulik and unanimously carried to approve the low bid of $309,939.25 from Agassiz Asphalt LLC.
Assistant County Engineer Klegstad and County Engineer Weleski presented a revised interim engineer contract with Marshall County, updated to reduce the scope of services in light of Engineer Weleski’s onboarding. A motion was made by Commissioner Johnson, seconded by Commissioner Kraulik and unanimously carried approve the revised interim engineer contract with Marshall County.
Assistant County Engineer Klegstad and County Engineer Weleski presented quotes for crack sealing services. A motion was made by Commissioner Olson, seconded by Commissioner Johnson and unanimously carried to approve the low quote of $26,450 from MP Asphalt.
Assistant County Engineer Klegstad and County Engineer Weleski presented information on Highway Department Unit 104, which experienced a recent mechanical failure. The unit would be reviewed by Ziegler Cat to assess the damage as the unit is still under warranty.
County Administrator Dillon Hayes presented information on American Rescue Plan (ARP) funding. Administrator Hayes, Sheriff Mark Wilwant, County Assessor Heather Bruley, Assistant County Engineer Klegstad and County Engineer Weleski, and Emergency Manager Scot Olson presented information on requested purchases to be funded with ARP dollars. A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the purchase of Tyler Technologies Tax and Finance/Payroll software, and Text to 911 upgrades. A motion was made by Commissioner Kraulik, seconded by Commissioner Olson and unanimously carried to authorize staff to solicit quotes for the 2021 ARP funding purchases as proposed.
Administrator Hayes presented a proposal to purchase new furniture for the Social Services Director’s office. A motion was made by Commissioner Younggren, seconded by Commissioner Johnson and unanimously carried to approve the quote of $4,167.30 from Business Essentials.
Administrator Hayes presented a request to dispose of excess personal property (furniture) as a result of recent upgrades in the courtroom. A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to authorize staff to sell the furniture in the open market pursuant to Minnesota Statute 373.01.
Administrator Hayes presented a revised Finance Policy for consideration, to replace and update the existing finance-related policies. A motion was made by Commissioner Olson, seconded by Commissioner Kraulik and unanimously carried to approve the Finance Policy.
A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to approve property tax abatement requests for parcels 29.0293140 and 35.0040200.
A motion was made by Commissioner Johnson, seconded by Commissioner Olson and unanimously carried to approve payment of the following amounts, with a detailed listing maintained on file in the Finance Office:
