KITTSON COUNTY BOARD PROCEEDINGS
June 15, 2021
The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, June 15, 2021 at 5:00 p.m. All members were present.
The meeting was called to order by Chairperson Gillie. The pledge to the flag was given.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to approve the agenda with the addition of an item to consider bids received for project SP 088-070-074.
A motion was made by Commissioner Olson, seconded by Commissioner Kraulik and unanimously carried to approve the meeting minutes from June 1, 2021.
County Engineer Andrea Weleski presented a revised special event road closure permit for discussion.
Engineer Weleski presented bids received for project SP 088-070-074. A motion was made by Commissioner Younggren, seconded by Commissioner Johnson and unanimously carried to approve the low bid of $566,870 from Northwest Electric & Underground, Inc.
County Administrator Dillon Hayes presented a request for work out of class pay for the Assistant County Engineer. Discussion took place regarding requirements for work out of class pay, and the work in question. A motion was made by Commissioner Olson, seconded by Commissioner Gillie, to approve work out of class pay at $9.18 per hour from May 17, 2021 to September 4, 2021. A roll call vote was called; Commissioners Younggren, Olson, and Gillie voted aye; Commissioners Kraulik and Johnson voted nay. Motion carried.
Administrator Hayes presented an update on Two Rivers One Watershed One Plan (1W1P) implementation, and the request to proceed with a joint powers entity for plan implementation. A motion was made by Commissioner Olson, seconded by Commissioner Younggren to authorize staff to proceed with Two Rivers 1W1P partners in the development of a Joint Powers Agreement for creation of a Joint Powers Entity to implement the plan. A roll call vote was called; Commissioners Younggren, Olson, Gillie, and Kraulik voted aye; Commissioner Johnson voted nay. Motion carried.
A motion was made by Commissioner Johnson, seconded by Commissioner Kraulik and unanimously carried to approve resolution 21-18 regarding Enbridge Energy, LP tax court findings.
Administrator Hayes and Emergency Manager/Environmental Services Director Scot Olson provided an update on American Rescue Plan funding and approved expenditures. A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to approve the low bid of $31,125 from SOS Technologies for the purchase of AEDs using American Rescue Plan funding.
A motion was made by Commissioner Younggren, seconded by Commissioner Kraulik and unanimously carried to approve recessing the regular County Board meeting and call the County Board of Appeal and Equalization meeting to order.
A motion was made by Commissioner Younggren, seconded by Commissioner Kraulik and unanimously carried to nominate Commissioner Gillie for the position of Board Chairperson, cease nominations, and cast a unanimous ballot for Commissioner Gillie for Board Chairperson.
A motion was made by Commissioner Gillie, seconded by Commissioner Younggren and unanimously carried to nominate Administrator Hayes for the position of Board Clerk, cease nominations, and cast a unanimous ballot for Administrator Hayes for Board Clerk.
County Assessor Heather Bruley presented information on valuation appeals, State Board of Equalization recommendations, tillable acre and estimated market values, new construction, local board of appeals and open book meeting outcomes, destruction, and unorganized township homesteads and valuations. Discussion took place regarding value changes and general trends in estimated market values.
A motion was made by Commissioner Olson, seconded by Commissioner Kraulik and unanimously carried to accept unorganized township levies. A motion was made by Commissioner Johnson, seconded by Commissioner Younggren and unanimously carried to accept county assessments.
A motion was made by Commissioner Younggren, seconded by Commissioner Kraulik to adjourn the County Board of Appeal and Equalization meeting. A motion was made by Commissioner Olson, seconded by Commissioner Younggren to reconvene the regular County Board meeting.
Administrator Hayes presented an employee’s request for an extended leave of absence, noting that, pursuant to the Personnel Policy, the leave was previously approved by the Board for 12 weeks, and extension thereof to 16 weeks would require Board action. A motion was made by Commissioner Younggren, seconded by Commissioner Johnson and unanimously carried to deny the request.
A motion was made by Commissioner Kraulik, seconded by Commissioner Younggren and unanimously carried to approve meal reimbursements. A motion was made by Commissioner Younggren, seconded by Commissioner Olsen and unanimously carried to approve payment of the following amounts, with a detailed listing maintained on file in the Finance Office:

A motion was made by Commissioner Olson, seconded by Commissioner Kraulik and unanimously carried to approve per diems and expense sheets.
Committee Reports were given.
Administrator Hayes provided a summary of recent correspondence.
A motion was made by Commissioner Olson, seconded by Commissioner Kraulik and unanimously carried to adjourn the meeting.
The Board adjourned to June 29, 2021 at 1:00 p.m.

The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, June 29, 2021 at 1:00 p.m. All members were present.
The meeting was called to order by Chairperson Gillie. The pledge to the flag was given.
A motion was made by Commissioner Younggren, seconded by Commissioner Kraulik and unanimously carried to approve the agenda.
Gary Weiers, Management Consultant with DDA Human Resources, Inc. facilitated a discussion on organizational structure, and the merits of dedicated human resources and information technology positions.
A motion was made by Commissioner Younggren, seconded by Commissioner Olson and unanimously carried to adjourn the meeting.
The Board adjourned to July 6, 2021 at 9:00 a.m.
