OF THE HALLOCK CITY COUNCIL
MONDAY, JULY 12, 2021
CALL TO ORDER:
Mayor Dave Treumer called the regular meeting of the Hallock City Council to order at 5:37 pm on July 12, 2021. Those Present: Mayor Dave Treumer, Mike Totleben, Naomi Larson and Jen Peterson. Councilor Kevin Waller was absent.
Also present: City Clerk-Administrator Aimee Sugden, Police Chief Mike Docken, Airport Manager Jeremy Seng, Fire Chief Kevin Klein and Kittson County Enterprise Reporter Anna Jauhola.
APPROVE AGENDA:
Councilor Totleben motioned to approve the agenda. The motion was seconded by Councilor Peterson and carried unanimously.
SPECIAL REPORT; TRACEE BRUGGEMAN, BRADY MARTZ
Tracee Bruggeman of Brady Martz & Associates presented the council with the 2020 audit report. The report was submitted on-time and noted three findings.
SPECIAL REPORT; JONATHAN PAUNA, MOORE ENGINEERING
Jon Pauna of Moore Engineering presented the council with a proposal to create a Capital Improvement plan for city streets and other infrastructure. The plan will be a roadmap for future repairs, maintenance and development.
Motion by Councilor Peterson to accept the proposal for a Capital Improvement Plan by Moore Engineering. The motion was seconded by Councilor Larson and carried unanimously.
SPECIAL REPORT; JEFF LANGAN & ERICA BEITO, HOUSTON ENGINEERING
Jeff Langan and Erica Beito of Houston Engineering presented the council with an update to the Two River Fish Passage project. The project is nearing completion, so the team showed photos of before and after the construction. Langan stated that there are funds remaining after the construction and the council can decide how they want to spend them.
APPROVAL OF MINUTES:
Councilor Peterson moved to approve the minutes of the regular Hallock City Council Meeting on June 7, 2021. The motion was seconded by Councilor Larson and carried unanimously.
FISCAL & ADMINISTRATIVE ISSUES:
Approval of Bills
Mayor Treumer and Councilor Totleben reviewed bills.
Motion by Councilor Totleben to authorize payment of City bills in the amount of $379,018.69, General fund, checks #12053 to #12116, which includes a transfer of $72,350 to the payroll account to cover wages, taxes and benefits. The motion was seconded by Councilor Peterson and carried unanimously.
Mayor Treumer and Councilor Totleben will review bills for the August 2021 meeting.
Budget to Actual Report
Administrator Sugden presented the council with a ‘Budget to Actual’ report for the month of June 2021.
2022 Budget Committee
Mayor Treumer appointed councilors Larson and Waller to the 2022 budget committee.
Fire Department:
Police Chief Klein reported that the last month had been quieter than the previous few. The department participated in an area emergency drill. The department will be reviewing the drill at this month’s business meeting.
Airport:
Airport Manager Seng reported that there was a potential new hangar tenant. He received an estimate for crack sealing (which was submitted to MNDOT) and recommended we plan for crack sealing projects every 2-3 years. The air conditioner went out in the arrival/departure building. Seng and Administrator Sugden will investigate possible funding sources.
Utility & Parks Department Report:
Utility Superintendent Dan Larson was absent from the meeting, but provided a written report to the council.
Police Report:
Police Chief Docken reported to the council that he would be sending ordinance violation letters to several individuals. New street signs were ordered, but have not yet arrived.
New Business:
Zoning Permit 2021-10; T. Olson
Motion by Councilor Totleben to approve Zoning Permit 2021-10, construction of a fence. The motion was seconded by Councilor Larson and carried unanimously.
Zoning Permit 2021-11; Hallock Curling Club
Motion by Councilor Peterson to approve Zoning Permit 2021-11, construction of an addition. The motion was seconded by Councilor Totleben and carried unanimously.
Resolution 2021-06; Authorizing Two River Golf Club to Dispense Alcohol
Motion by Councilor Larson to approve Resolution 2021-06, authorizing Two River Golf Club to dispense alcohol. The motion was seconded by Councilor Peterson and carried unanimously.

There being no further business, Councilor Larson moved to adjourn the Regular Meeting of the Hallock City Council on July 12, 2021. The motion was seconded by Councilor Peterson and carried unanimously. The meeting adjourned at 7:42 p.m.
