The Kittson County Board of Commissioners met, pursuant to adjournment on December 7, 2023, at 5:00 p.m.
The meeting was called to order by Chairperson Younggren. The pledge to the flag was given.
Some additions to the agenda were presented by Interim Administrator Kathy Johnson: Add approval for a contract for Violence Intervention Program (VIP), and approval on behalf of Kittson County Soil and Water Conservation District for a cooperative contract with Two Rivers + Joint Powers Board. Commissioner Gillie motioned to approve the agenda with additions, seconded by Commissioner Swenson. Motion carried.
A motion was made by Commissioner Swenson, seconded by Commissioner Kraulik and unanimously carried to approve the Board minutes from the November 21, 2023, Board meeting.
A motion was made by Commissioner Gillie to pull the per diems for the Kittson County Extension Office as well as a potential duplicate mileage charge reported for further review, then to approve the Bills and Meal Reimbursements. The motion was seconded by Commissioner Swenson and unanimously carried.

A motion was made by Commissioner Gillie, seconded by Commissioner Swenson and unanimously carried to approve the per diems and expenses. Motion carried.

The Kittson County Sheriff’s Department presented two grants from the Minnesota Department of Natural Resources for approval. The first grant encompasses two years where $3,830.00 is provided yearly for authorized reimbursement to cover costs related to labor and equipment and the enforcement of off-highway vehicle laws, rules, regulations, as well as holding staff training and providing local youth training. The motion to approve the grant application was made by Commissioner Olson, seconded by Commissioner Kraulik, and carried unanimously. The second grant, also a two-year grant, is for snowmobile training where $3,011.00 is provided yearly for cost of labor and equipment as well as enforcement of rules and regulations as well as holding staff training and providing local youth training. The motion to approve the application for the second grant was made by Commissioner Olson, seconded by Commissioner Kraulik, and unanimously carried.
Interim Administrator Kathy Johnson, on behalf of Kittson County Soil and Water Conservation District, presented a clean water funding cooperative agreement between Two Rivers + Joint Powers board, Kittson County Soil and Water, Roseau Soil and Water, Kittson County, and Roseau County. A total of $1,662,685.00 will be matched by Kittson County in the amount of $166,268.50 for structural agricultural programs, working lands livestock, and landscape stewards. Commissioner Gillie moved to approve the motion, seconded by Commissioner Olson. The motion was carried unanimously.
Kittson County Chief Deputy Assessor Jenny Koskela presented for approval to purchase a pickup from the Kittson County Highway Department for the amount of $11,500.00. If approved, Koskela asked to adjust the Assessor’s Department’s 2023 budget where $15,000.00 would be moved from the Service line to Capital Outlay, resulting in no increase to the budget. The motion to approve was made by Commissioner Gillie and seconded by Commissioner Kraulik, then unanimously carried.
Kittson County Highway Department presented for approval Resolution #23-36:
RESOLUTION FOR AGREEMENT TO STATE TRANSPORTATION FUND
LOCAL BRIDGE REPLACEMENT
PROGRAM GRANT AGREEMENT
GRANT TERMS AND CONDITIONS SAP 035-607-030
WHEREAS, Kittson County has applied to the Commissioner of Transportation for a grant from the Minnesota State Transportation Fund related to Bridge No. 35J64, and
WHEREAS, the Commissioner of Transportation has given notice that funding for this project is available; and

WHEREAS, the amount of the grant has been determined to be $65,558.50 by reason of the lowest responsible bid.
NOW, THEREFORE, BE IT RESOLVED, that Kittson County does hereby agree to the terms and conditions of the grant consistent with Minnesota Statute, section 174.50 and will pay any additional amount by which the cost exceeds the estimate and will return to the Minnesota State Transportation Fund any amount appropriated for the project but not required. The proper county officers are authorized to execute a grant agreement and any amendments thereto with the Commissioner of Transportation concerning the above-referenced grant.
The motion to approve was made by Commissioner Gillie, seconded by Commissioner Swenson and unanimously carried. Also presented for approval was Resolution #23-37

WHEREAS, Kittson County has applied to the Commissioner of Transportation for a grant from the Minnesota State Transportation Fund related to Bridge No. 35J63, and
WHEREAS, the Commissioner of Transportation has given notice that funding for this project is available; and
WHEREAS, the amount of the grant has been determined to be $167,855.00 by reason of the lowest responsible bid.
NOW, THEREFORE, BE IT RESOLVED, that Kittson County does hereby agree to the terms and conditions of the grant consistent with Minnesota Statute, section 174.50 and will pay any additional amount by which the cost exceeds the estimate and will return to the Minnesota State Transportation Fund any amount appropriated for the project but not required. The proper county officers are authorized to execute a grant agreement and any amendments thereto with the Commissioner of Transportation concerning the above-referenced grant.
Commissioner Gillie moved to approve the motion, seconded by Commissioner Kraulik. The motion carried unanimously.
Johnson then presented the Cummins generator service call estimate for Board approval. The quote amounts to $1,228.00 for labor, travel, and mileage to diagnose ongoing issues with the Courthouse generator. A motion was made to table the conversation until the December 19th board meeting pending further research on any maintenance contract or alternative options that may exist.
Johnson also presented for approval a one-year contract for purchase from VIP, based in Thief River Falls. This would replace an existing but expired contract for supervised visitation services provided at $36.00 per hour. The contract additionally includes visitation exchange for $12.00 and use of visitation room for $25.00 with a one-hour minimum and billed in half-hour increments after. Service intake is also provided at $25.00 per parent, as well as visit cancellation at $30.00 and exchange cancellation at $10.00 with no prior notice, inclement weather excluded. A motion to approve the contract was made by Commissioner Gillie and seconded by Commissioner Olson, then unanimously carried.
The 2023 year-end meeting date was set for December 28th, 2023, at 9:00 a.m.
Committee Reports were given by Commissioner Gillie, who attended the Association of Minnesota Counties (AMC) conference. Health and human services were discussed, with a focus on mental health, suicide prevention and streamlining paperwork. Gillie also met with the Red Board and Health and Human Services regarding cannabis and the upcoming changes in legislature. Commissioner Younggren attended an AMC meeting on tax-forfeited properties and reported that work is being done to streamline and simplify the process. Union negotiations were also discussed. Commissioner Swenson attended the Transportation Infrastructure meeting, where there was a focus on cybersecurity and the benefits and drawbacks of artificial intelligence.
A motion to adjourn the meeting was made by Commissioner Swenson and seconded by Commissioner Olson. The motion was carried unanimously. Meeting adjourned.
