City gives nod to county mill, overlay of Second St.

The city of Hallock will have another street project in town this year, but the county highway department is in charge. It’s been 20 years or more since Second Street South, which is also County Road 1, was completely reconstructed. The road is in need of a mill and overlay.
During the regular council meeting on Monday, Jan. 5, the council heard from Assistant Kittson County Engineer Keith Klegstad.
“The work would consist of milling off 2 inches of existing bituminous, which is 20 years old,” Klegstad said. “We’ll be using a coarser mix, which will be stronger. Right now, the current condition of that road, it’s cracking up … hairline cracks.”
He said the road has lots of heavy truck traffic and needs an overhaul. He said several manholes along the route have heaved up and need to be fixed. The city is responsible for sanitary sewer-related fixes, including the manholes and water gate valves. The estimated cost for both the manholes and valves is $15,500.
The council approved resolution 2026-01, which shows the state that the county presented the project to the council. As this is a County State Aid Highway, those funds mostly pay for this project.
