Pre-construction meeting this week, Kennedy water project to begin soon

The water project in Kennedy will be moving ahead with a preconstruction meeting this week. During the regular city council meeting on Wed., May 13, Project Engineer Cade Krueger spoke via phone.
Krueger said Bollig Engineering and the contractor, Northern Plains Contracting, will hold a preconstruction meeting in Kennedy on Thursday, May 21. He said they will invite Kittson Marshall Water.
“It’s a pretty long list of items just for the contractor to be aware of and everything like that,” Krueger said. “The council does not have to be there, but you’re welcome to be there.”
If more than two councilors chose to attend, City Clerk/Treasurer Melissa Woinarowicz reminded the council she would need to give notice as that would constitute a quorum. This would then require her to take minutes and post that notice at city hall at least three days in advance.
The council then pre-authorized the contract with Northern Plains Construction, which will allow Mayor Earl Mattson to sign it when final items are returned by the contractor.
“I was hoping to have those documents to present to you tonight, but we needed a few more informational things from the contractor, so that didn’t work out,” Krueger said. “Those are in the mail right now overnight to Kennedy. They should get there tomorrow evening, so I would expect you’ll probably be able to sign those on Friday.”
The council also pre-authorized the notice to proceed for the contractor to start the project. This is typically done at the pre-construction meeting. Because the council meeting happened before the pre-construction meeting, Krueger asked the council to allow the mayor to sign that document to have ready to give to the contractor.
