Bollig encourages city of Lancaster to overhaul infrastructure with grants

Lancaster City Council convened in a special session on Thursday, June 11, to review a comprehensive infrastructure Needs Assessment and Preliminary Engineering Report presented by Cade Krueger of Bollig Engineering. The assessment evaluated the current state of Lancaster’s drinking water, wastewater and stormwater infrastructure, and highlighted critical target areas for the city’s capital improvement planning over the next several years.
The presentation targeted how Lancaster intends to fund the necessary pricey infrastructure projects. Krueger detailed a rapidly changing financial landscape in which traditional federal funding paths through the United States Department of Agriculture (USDA) Rural Development have become stagnant. Instead, Bollig Engineering strongly advised the city to pivot toward the Minnesota Public Facilities Authority (PFA).
“Right now it’s a strong funding source and a really good opportunity for Lancaster because for the first time ever, I think this just started happening in November, PFA started funding communities under 1,000 population. You’re looking at, typically, 80% grant money with these PFA projects,” said Krueger.
