Kennedy approves engineering agreement, contingent on receiving acceptable bids

The Kennedy City Council approved an agreement with Bollig Engineering during its regular meeting on Wednesday, Feb. 11, contingent on receiving acceptable bids for the water project.
Kennedy is working with Bollig to complete the water project started several years ago. Bollig came on board late in 2025 to fast-track design and the bidding process so the city wouldn’t lose its previously obtained USDA funding.
Project Engineer Cade Krueger attended the meeting in person, as did City Attorney Jeff Hane. Hane advised the city council to approve signing the engineer’s agreement, contingent upon favorable bids.
“My understanding with this project, being where it is in the process and us coming in at the 11th hour, is that if bids do come in high, (Rural Development) is going to sit down and look at this and figure out what needs to change to make this work for the city,” Krueger said.
The city council approved the agreement with the amendment, and noted that bids for the project will be opened during a special meeting on Thursday, Feb. 19 at 1:30 p.m. in the city office.
Those will then be sent to USDA Rural Development for review and then the council will meet in a special meeting the last week of September to either approve or deny those bids.
